Abstract
PENGUATAN KELEMBAGAAN DAN PERMODALAN DALAM PEMBERDAYAAN MASYARAKAT NELAYAN DI KABUPATEN NABIRE PROVINSI PAPUA TENGAH Jennifer Elisabeth Kamisopa ABSTRAK Penguatan kelembagaan dan permodalan adalah program yang dimiliki oleh dinas perikanan sebagai suatu hasil dari rapat yang dilaksankaan bersama Kepala Dinas Perikanan dan Kelautan pada tahun 2017 di Kabupaten Nabire. Namun belum terciptanya efisiensi kerja bagi para nelayan sekitar. Melihat hal ini,maka program penguatan kelembagaan dan permodalan bagi nelayan menjadi fokus utama. Penelitian ini bertujuan untuk mengetahui pemberdayaan masyarakat nelayan yang ada di Kabupaten Nabire melalui program penguatan kelembagaan dan permodalan, mengetahui apa saja faktor penghambat yang ada, serta mengetahui upaya yang dapat dilakukan untuk mengatasi faktor penghambat yang ada.Teori yang digunakan oleh peneliti yaitu teori pemberdayaan oleh totok mardikanto dengan 4 dimensi. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan. Informan dalam penelitian ini yaitu: Kepala Dinas Perikanan dan Kelautan Kabupaten Nabire, Sekretaris Dinas Perikanan dan Kelautan Kabupaten Nabire, Kepala Bagian Tangkap Dinas Perikanan dan Kelautan Kabupaten Nabire, Kepala Seksi Usaha Tangkap Dinas Perikanan dan Kelautan Kabupaten Nabire,Ketua Kelompok Nelayan Nabire dan Nabire Barat, serta Masyarakat Nelayan. Selanjutnya data yang diperoleh diolah dan dianalisis. Penelitian yang dilakukan memperoleh hasil yang menunjukan bahwa pemberdayaan terhadap masyarakat nelayan yang ada di kabupaten Nabire dalam pelaksanaannya ditemukan beberapa kedala yang masih dihadapi. Terdapat hambatan yang dihadapkan pada kendala kelembagaan nelayan berdasarkan etnis,kurangnya sumber daya manusia yang maju, sendi – sendi kelembagaan nelayan yang belum kuat,penyaluran modal yang masih terhambat, serta belum adanya renovasi terhadap sarana dan prasarana penunjang pemberdayaan terhadap masyarakat nelayan di pesisir Kabupaten Nabire. Hasil dari adanya penguatan kelembagaan dan permodalan terhadap masyarakat Nabire mampu untuk mengangkat perekonomial nelayan namun beluk terlaksana secara maksimal. STRENGTHENING INSTITUTIONAL AND CAPITAL SUPPORT FOR EMPOWERING FISHERMEN COMMUNITIES IN NABIRE REGENCY, CENTRAL PAPUA PROVINCE Jennifer Elisabeth Kamisopa ABSTRACT The Department of Fisheries held a meeting with the Head of the Department of Fisheries and Marine Affairs in Nabire Regency in 2017 to establish a program for strengthening institutional and capital support. However, there has been little improvement in the working efficiency of the local fishermen. Therefore, the program for strengthening institutional and capital support for fishermen became the main focus. This study aims to determine the empowerment of fishermen communities in Nabire Regency through the program of institutional and capital support, identify the existing inhibiting factors, and determine efforts that can be taken to overcome these factors The theory used by researchers is the theory of empowerment by totok mardikanto with 4 dimensions. This study uses a descriptive method with a qualitative approach. Data collection was carried out through interviews, observations, and documentation. Data analysis was done by data reductions, data presentation and conclusion drawing. The informants in this study were the Head of the Department of Fisheries and Marine Affairs of Nabire Regency, the Secretary of the Department of Fisheries and Marine Affairs of Nabire Regency, the Head of the Catch Division of the Department of Fisheries and Marine Affairs of Nabire Regency, the Head of the Catch Business Section of the Department of Fisheries and Marine Affairs of Nabire Regency, the Chairperson of the Nabire and West Nabire Fishermen Groups, and local fishermen.The research conducted obtained results showing that the empowerment of fishing communities in Nabire district in its implementation is optimal, but in it there are several obstacles such as the lack of advanced human resources, the joints of fishermen's institutions that are not yet strong, habits and customs that become a standard of living, the distribution of capital that is still hampered, and the absence of renovations to the facilities and infrastructure supporting the empowerment of fishing communities on the coast of Nabire Regency. The results of institutional strengthening and capital for the Nabire community are able to lift the fishermen's economy but have not been maximally implemented.
