Abstract

ABSTRACT Problem Statement/ Background (GAP) : The non-compliance of the community in constructing buildings in the coastal area of Ndao serves as the background of this study. This area should be designated as a Green Open Space (RTH) area, and these buildings can endanger the community itself from tsunami and abrasion disasters. This research uses the Theory of Order according to Retno Widjajanti (2000), which consists of two forms of implementation of order, namely direct and indirect orders.The purpose of this research is to determine the Order of Illegal Buildings in the Coastal Area of Ndao by the Civil Service Police Unit in Ende Regency, East Nusa Tenggara Province. The research method used is a descriptive qualitative research method with an inductive approach. The data analysis technique used in this research is Data Reduction, Data Display, and Conclusion Drawing. The results show that the order of illegal buildings in the coastal area of Ndao by the Civil Service Police Unit has not been optimal. This can be seen from the number of illegal buildings still located in the coastal area of Ndao. Inhibiting factors in the order are the unavailability of relocation sites for the occupants of illegal buildings, inadequate facilities and infrastructure, and a lack of Civil Service Police Unit personnel in the implementation of orders. The conclusion of this research is that the Civil Service Police Unit of Ende Regency has carried out the order of illegal buildings in the coastal area of Ndao. However, the order has not been optimal due to several obstacles in the implementation of the order, both internally and externally. In this research, the researcher also provides suggestions to overcome these obstacles, including the provision of strategic relocation sites for the occupants of illegal buildings by the Ende Regency Government, increasing socialization of Regional Regulation Number 11 of 2011, improving the management of facilities and infrastructure, and conducting discussions to hear opinions so that the occupants of illegal buildings and the government can provide feedback and understand the expectations of the community so that the implementation of the order can be carried out without harming anyone. Keywords : Enforcement, Illegal Buildings, Satpol PP ABSTRAK Permasalahan/ Latar Belakang (GAP) : Ketidakpatuhan masyarakat dalam mendirikan bangunan di kawasan pesisir Pantai Ndao menjadi latar belakang dalam penelirian ini. Dimana kawasan tersebut seharusnya diperuntukan sebagai kawasan Ruang Terbuka Hijau (RTH) dan bangunan tersebut dapat membahayakan masyarakat itu sendiri dari bencana tsunami dan abrasi. Penelitian ini menggunakan Teori Penertiban menurut Retno Widjajanti (2000), dalam teori tersebut terdiri dari dua bentuk pelaksanaan penertiban yakni penertiban langsung dan penertiban tidak langsung.. Tujuan dilakukannya penelitian ini untuk mengetahui Penertiban Bangunan Liar Kawasan Pesisir Pantai Ndao oleh Satuan Polisi Pamong Praja di Kabupaten Ende Provinsi Nusa Tenggara Timur. Metode penelitian yang digunakan kualitatif metode deskriptif dengan pendekatan induktif. Teknik analisis data penelitian menggunakan Data Reduction (Reduksi Data), Data Display (Penyajian Data) dan Conclusion Drawin (Penarikan Kesimpulan). Hasil/ Temuan penelitian menunjukan bahwa penertiban bangunan liar kawasan pesisir Pantai Ndao oleh Satuan Polisi Pamong Praja belum berjalan optimal. Hal ini dilihat dari jumlah bangunan liar yang masih banyak berada di kawasan pesisir Pantai Ndao. Faktor penghambat dalam penertiban ialah belum tersedianya tempat relokasi bagi para penghuni bangunan liar, sarana prasarana yang kurang memadai serta kurangnya personil Satpol PP dalam pelaksanaan penertiban. Kesimpulan dalam penelitian ini ialah Satpol PP Kabupaten Ende telah melakukan penertiban bangunan liar yang ada di kawasan pesisir Pantai Ndao. Namun, penertiban belum berjalan optimal dikarenakan ada beberapa hambatan dalam pelaksanan penertiban baik dari internal maupun eksternal. Dalam penelitian ini peneliti juga memberikan saran untuk mengatasi hambatan tersebut diantaranya agar Pemerintah Kabupaten Ende menyediakan tempat relokasi yang strategis bagi para penghuni bangunan liar, meningkatkan sosialisasi Peraturan Daerah Nomor 11 Tahun 2011, meningkatkan pengelolaan sarana dan prasarana serta melakukan diskusi dengar pendapat agar para penghuni bangunan liar dan pemerintah dapat saling memberikan masukan serta mengetahui harapan dari masyarakat tersebut sehingga pelaksanaan penertiban dapat dilaksanakan tanpa merugikan pihak manapun.
