Abstract

ABSTRACT Problem/Background (GAP): Unemployment is a very crucial social problem and has an impact on social vulnerability. The number of unemployment in Jambi City has increased from year to year and is a serious problem that must be resolved immediately by the Jambi City Government, especially through related agencies, namely the Office of Manpower, Cooperatives and Small and Medium Enterprises of Jambi City. Purpose : This study aims to discuss the role of the Department of Labor, Cooperatives and Small and Medium Enterprises in reducing unemployment in Jambi City. Method : This study uses descriptive qualitative methods to get a direct picture of the problems that occur in the field through observation, interviews and documentation obtained. The data that has been obtained is analyzed by data reduction techniques, data presentation and conclusion. The theory used in this study is the role theory of Arimbi Horoepoetri and Achmad Santosa (2003) where there are 5 (five) dimensions, namely Role as a Policy, Role as a Strategy, Role as a Communication Tool, Role as a Dispute Resolution Tool, and Role as a Therapy Tool. Result: The results of the study show that in an effort to reduce unemployment, the Office of Manpower, Cooperatives and Small and Medium Enterprises of the City of Jambi is actively conducting outreach to educate the public regarding employment, improving Human Resources (HR) and supporting infrastructure, and maximizing employment programs and activities. The results of the 5 dimensions used in this study are that there are 2 dimensions that have not been effective, namely the role as a policy and the role as a therapeutic tool. Conclusion: There are still many obstacles faced along with its implementation so that the process of overcoming unemployment is still running slowly such as the lack of human resources in the Department of Labor, cooperatives and small and medium enterprises in Jambi City, lack of expertise and skills of job seekers and limited job opportunities. Keywords: Role, Unemployment, Office of Manpower, Cooperatives and Small and Medium Enterprises Jambi City ABSTRAK Permasalahan/Latar Belakang (GAP) : Pengangguran merupakan permasalahan sosial yang sangat krusial dan berdampak kepada kerawanan sosial. Jumlah angka pengangguran di Kota Jambi yang mengalami peningkatan dari tahun ke tahun dan menjadi permasalahan serius yang harus segera diselesaikan oleh Pemerintah Kota Jambi khususnya melalui instansi terkait yaitu Dinas Tenaga Kerja, Koperasi dan Usaha Kecil Menengah Kota Jambi. Tujuan : Penelitian ini bertujuan untuk membahas tentang peran Dinas Tenaga Kerja, Koperasi Dan Usaha Kecil Menengah dalam mengurangi angka pengangguran di Kota Jambi Metode : Penelitian ini menggunakan metode kualitatif deskriptif untuk mendapatkan gambaran langsung mengenai permasalahan yang terjadi di lapangan melalui observasi, wawancara dan dokumentasi yang diperoleh. Data yang telah diperoleh dianalisis dengan teknik reduksi data, penyajian data dan penarikan kesimpulan. Teori yang digunakan dalam penelitian ini adalah teori peran dari Arimbi Horoepoetri dan Achmad Santosa (2003) dimana terdapat 5 (lima) dimensi yaitu Peran Sebagai Suatu Kebijakan, Peran Sebagai Suatu Strategi, Peran Sebagai Alat Komunikasi, Peran Sebagai Alat Penyelesaian Sengketa, dan Peran Sebagai Alat Terapi. .Hasil/Temuan : Hasil penelitian menunjukkan dalam upaya mengurangi angka pengangguran, Dinas Tenaga Kerja, Koperasi Dan Usaha Kecil Menengah Kota Jambi dengan giat melakukan sosialisasi untuk mengedukasi masyarakat terkait ketenagakerjaan, meningkatkan Sumber Daya Manusia (SDM) dan infrastuktur pendukung, serta memaksimalkan program dan kegiatan ketenagakerjaan. Hasil dari 5 dimensi yang digunakan dalam penelitian ini yaitu terdapat 2 dimensi yang belum efektif yaitu Peran Sebagai Suatu Kebijakan dan Peran Sebagai Alat Terapi. Kesimpulan : Masih banyak kendala yang dihadapi seiring dengan pelaksanaannya sehingga dalam prosesnya untuk mengatasi pengangguran masih berjalan dengan lambat seperti minimnya sumber daya manusia yang ada di Dinas tenaga kerja, koperasi dan usaha kecil menengah kota jambi, kurangnya keahlian dan keterampilan pencari kerja serta terbatasnya kesempatan kerja.
