Abstract

ABSTRAK Permasalahan/Latar Belakang (GAP): Pelaksanaan tugas Dinas Pemberdayaan Masyarakat dan Desa belum dapat terlaksana dengan optimal. Hal ini dikarenakan berbagai macam faktor yaitu rendahnya aparatur pemerintah yang ada di desa serta minimnya fungsi pemantauan di lingkungan masyarakat. Tujuan: Tujuan pada penelitian ini yaitu untuk mengetahui upaya Dinas Pemberdayaan Masyarakat Dan Desa Dalam Meningkatkan Kualitas Kinerja Aparatur Desa Di Kabupaten Bolaang Mongondow Utara dan untuk mengetahui faktor yang menjadi penghambat kinerja aparatur untuk meningkatkan kualitas yang terdapat pada aparatur desa di Dinas Pemberdayaan Masyarakat dan Desa. Pada penelitian ini penelitian menggunakan metode penelitian kualitatif menggunakan metode eskploratif serta menggunakan pendekatan induktif. Metode: tersebut digunakan untuk mendeskripsikan aspek yang berhubungan dengan fokus penelitian yang bertujuan untuk mengetahui upaya pengembangan pengetahuan dalam memperoleh informasi yang dibutuhkan. Hasil/Temuan: Berdasaran hasil analisis pada penelitian Upaya Dinas Pemberdayaan Masyarakat Dan Desa Dalam Meningkatkan Kualitas Kinerja Aparatur Desa Di Kabupaten Bolaang Mongondow Utara sudah cukup baik. Hal ini dinilai dari dimensi kualitas kerja, tepat waktu, inisiatif, kemampuan dan komunikasi pada Dinas Pemberdayaan Masyarakat dan Desa yang selalu mengupayakan hal-hal yang terbaik bagi masyarakat seperti dengan memberikan sosialisasi dan sering melakukan pemantauan dan evaluasi di lingkungan masyarakat. Kesimpulan: Aparatur Dinas Pemberdayaan Masyarakat Dan Desa juga melakukan kolaborasi dengan aparatur desa supaya semua yang direncanakan dapat tercapai. Faktor yang menjadi penghambat kinerja aparatur untuk meningkatkan kualitas yang terdapat pada aparatur desa di Dinas Pemberdayaan Masyarakat dan Desa yaitu aparatur desa yang kurang, sarana dan prasarana yang kurang memadai, kurangnya pengetahuan dan keterampilan dari beberapa aparatur terkait strategi untuk memberikan peningkatan kualitas yang ada pada aparatur desa. This is because the lack of monitoring has resulted in the village apparatus not carrying out the assigned tasks. Purpose: The purpose of this research is to find out the efforts of the Community and Village Empowerment Service in Improving the Quality of Performance of Village Apparatuses in North Bolaang Mongondow Regency and to find out the factors that hinder the performance of apparatus to improve the quality of village apparatus in the Community and Village Empowerment Service. In this study the research used qualitative research methods using explorative methods and using an inductive approach. Method: This method is used to describe aspects related to the focus of research which aims to find out the efforts to develop knowledge in obtaining the required information. Result: Based on the results of the analysis in the research, the efforts of the Community and Village Empowerment Services in Improving the Quality of Performance of Village Apparatuses in North Bolaang Mongondow Regency have been quite good. This is assessed from the dimensions of work quality, timeliness, initiative, ability and communication at the Community and Village Empowerment Office which always strives for the best things for the community such as by providing socialization and often conducting monitoring and evaluation within the community. Conclusion: Village and Community Empowerment Service officials also collaborate with village officials so that everything planned can be achieved. Factors that hinder the performance of apparatus to improve the quality of village apparatus at the Community and Village Empowerment Service are inadequate village apparatus, inadequate facilities and infrastructure, lack of knowledge and skills of several apparatus related to strategies to improve the quality of village apparatus.
