Abstract

ABSTRAK Permasalahan/Latar Belakang (GAP) : Kota Gorontalo adalah kota yang berada di Provinsi Gorontalo. DaIam Peraturan Daerah Provinsi Gorontalo Nomor 3 Tahun 2019 Tentang Penyelenggaraan Program Jaminan Kesehatan Daerah yang Terintegrasi dengan Program Jaminan Kesehatan Nasional. Dengan adanya permasaIahan terkait pelayanan kesehatan di Kota Gorontalo, pemerintah Kota Gorontalo meIakukan perbaikan pelayanan kesehatan guna memperbaiki citra buruk yang ada pada masyarakat. Tujuan : tujuan dari penelitian ini adalah untuk mengetahui bagaimana Implementasi Program Jaminan Kesehatan Daerah di Rumah Sakit Umum Daerah Otanaha Kota Gorontalo serta dilihat dari faktor pendukung dan faktor penghambat dan upaya yang dilakukan untuk mengatasi hambatan implementasi. Metode: menggunakan metode penelitian yaitu Deskriptif Kualitatif. Hasil/Temuan: Berdasarkan hasil penelitian menunjukkan bahwa Implementasi Program Jaminan Kesehatan Daerah di Rumah Sakit Umum Daerah Otanah Kota Gorontalo secara umum sudah berjalan cukup baik dan sesuai dengan regulasi yang berlaku, hanya saja belum optimal. Kesimpulan: Dengan melihat kondisi dilapangan, peneliti menyarankan kepada Pemerintah dan Rumah Sakit untuk lebih mengoptimalkan Program Jamkesda dengan menambah fasilitas penunjang pelayanan Jamkesda. Kata Kunci : Implementasi,Kesehatan,Jamkesda ABSTRACT Problems/Background (GAP): Gorontalo City is a city in the Province of Gorontalo. In Gorontalo Province Regional Regulation Number 3 of 2019 concerning the Implementation of Regional Health Insurance Programs that are Integrated with the National Health Insurance Program. With problems related to health services in Gorontalo City, the Gorontalo City government has made improvements to health services to improve the bad image that exists in society. Purpose: the purpose of this study was to find out how the implementation of the Regional Health Insurance Program at the Otanaha Regional General Hospital in Gorontalo City was seen from the supporting factors and inhibiting factors and the efforts made to overcome implementation obstacles. Method: using a research method that is Descriptive Qualitative. Results/Findings: Based on the results of the study, it shows that the implementation of the Regional Health Insurance Program at the Otanahan Regional General Hospital, Gorontalo City, in general, has been going quite well and in accordance with applicable regulations, it's just not optimal. Conclusion: By looking at the conditions in the field, the researchers suggest to the government and hospitals to further optimize the Jamkesda Program by adding supporting facilities for Jamkesda services.
