Abstract

ABSTRACT Problem Statement/Background: Waste is still one of the problem encountered in every region, especially areas with a fairly high population in the city of Kupang itself. Purpose: This study aims to determine the effectiveness of community-based waste management and utilization by the Kupang City Environment and Sanitation Service. Method: The method used in this research is descriptive qualitative method with an inductive approach using the theory of effectiveness (Duncan in Steers 1985). In this study, the data collection techniques used by the author were interviews, observation and documentation. Result: The results of the study show that the effectiveness of community-based management and utilization of waste by the Environment and Sanitation Office of the City of Kupang has been going quite well, but the awareness of the community itself is still lacking. In the aspect of achieving the goal of reducing the volume of waste in Kupang City, in integration it is necessary to increase collaboration between the Environmental Service and the community and other regional apparatus organizations, while in the aspect of adaptation the community still does not play an active role in waste utilization and management activities. Conclusion: in this case the role of the community is also very much needed in helping the government overcome the existing waste problems, because waste problems are a shared responsibility Keywords: Garbage, Management and Utilization, Environmental and Sanitation Service, Effectiveness ABSTRAK Rumusan Masalah/Latar Belakang: Sampah masih menjadi salah satu masalah yang dihadapi di setiap daerah, terutama daerah dengan jumlah penduduk yang cukup tinggi di Kota Kupang sendiri. Tujuan: Penelitian ini bertujuan untuk mengetahui efektivitas pengelolaan dan pemanfaatan sampah berbasis masyarakat oleh Dinas Lingkungan Hidup dan Kebersihan Kota Kupang. Metode: Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan pendekatan induktif dengan menggunakan teori efektivitas (Duncan dalam Steers 1985). Dalam penelitian ini teknik pengumpulan data yang digunakan penulis adalah wawancara, observasi dan dokumentasi. Hasil/Temuan: Hasil kajian menunjukkan bahwa efektivitas pengelolaan dan pemanfaatan sampah berbasis masyarakat oleh Dinas Lingkungan Hidup dan Kebersihan Kota Kupang sudah berjalan cukup baik, namun kesadaran masyarakat sendiri masih kurang. Pada aspek pencapaian tujuan pengurangan volume sampah di Kota Kupang, dalam keterpaduan perlu peningkatan kerjasama antara Dinas Lingkungan Hidup dengan masyarakat dan organisasi perangkat daerah lainnya, sedangkan pada aspek adaptasi masyarakat masih belum berperan. berperan aktif dalam kegiatan pemanfaatan dan pengelolaan sampah. Kesimpulan: dalam hal ini peran masyarakat juga sangat dibutuhkan dalam membantu pemerintah mengatasi permasalahan sampah yang ada, karena permasalahan sampah merupakan tanggung jawab bersama Kata Kunci: Sampah, Pengelolaan dan Pemanfaatan, Dinas Lingkungan Hidup dan Kebersihan, Efektivitas
