Abstract

ABSTRACT Problems/Background (GAP): The Covid-19 pandemic has hampered the progress of MSMEs in increasing the pace of the economy. Therefore, the Investment Service and One-Stop Integrated Services (DPMPTSP) of Pinrang Regency carried out the Jabat Close Program to make it easier for MSME players to obtain business legality, improve product quality, access to capital and access to marketing so that the pace of the economy returns to stability. Purpose: this study aims to describe how the Implementation of the Close Position Program. Method : This study uses a qualitative method with an inductive approach. Data collection techniques through interviews, observation and documentation. The theory used is the implementation theory by Merilee S. Grindle (1980). Results and Findings: seen from Merilee S. Grindle's theoretical dimensions, namely the Policy Content dimension has problems in program implementation and also the policy context dimension has problems with compliance indicators and the responsiveness of implementers which is still not optimal due to inadequate human resources. Regarding the implementation of the JABAT ERAT program in Pinrang Regency, it has not run optimally so that it has not been able to reach the target. This is what the researchers saw from the dimensions of the policy content on the indicators of program implementation where the program has not been running evenly across all sub-districts in Pinrang district. As for the scope of the handshake program contained in the regent's Regulation in accordance with the legal basis of the JABAT ERAT program, the researchers concluded that there had been forms of facilitation provided to the government, namely facilitation of MSME product registration, facilitation of administrative completeness of MSME products, marketing facilitation and facilitation of capital assistance. However, in the midst of these things, of course, they have not achieved the desired expectations because there are still obstacles and problems in the implementation of this JABAT ERAT program. Conclusion : The inhibiting factors in the implementation of the JABAT ERAT program in Pinrang Regency were lack of socialization, lack of network stability in program implementation, lack of quality human resources, lack of ability to use applications optimal. Keywords: Implementation, Close Position Program, UMKM ABSTRAK Permasalahan/Latar Belakang (GAP) : Pandemi covid-19 menyebabkan terhambatnya progres pelaku UMKM dalam meningkatkan laju perekonomian. Oleh karena itu, Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Pinrang Program mengusung Program Jabat Erat untuk mempermudah pelaku UMKM dalam memperoleh legalitas usaha, peningkatan kualitas produk, akses permodalan dan akses pemasaran sehingga laju perekonomian kembali stabil. Tujuan : penelitian ini bertujuan menggambarkan bagaimana Implementasi Program Jabat Erat. Metode : Penelitian ini menggunakan metode kualitatif dengan pendekatan induktif. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Teori yang digunakan yaitu teori Implementasi oleh Merilee S. Grindle (1980). Hasil dan Temuan : dilihat dari dimensi teori Merilee S. Grindle yaitu dimensi Isi Kebijakan memiliki permasalahan pada pelaksanaan program dan juga dimensi konteks kebijakan yang mempunyai permasalahan pada indikator kepatuhan serta daya tanggap pelaksana yang masih kurang maksimal dikarenakan sumber daya yang manusia yang kurang memadai. Mengenai implementasi program JABAT ERAT di Kabupaten Pinrang belum berjalan dengan maksimal sehingga belum dapat mencapai target. Hal tersebut peneliti lihat dari dimensi isi kebijakan pada indikator pelaksanaan program dimana program tersebut belum berjalan secara merata ke seluruh kecamatan di kabupaten Pinrang. Adapun ruang lingkup program jabat erat yang terdapat dalam Peraturan bupati sesuai dengan dasar hukum program JABAT ERAT ini peneliti menyimpulkan bahwa sudah adanya bentuk fasilitasi yang diberikan kepada pemerintah baik itu fasilitasi pendaftaran produk UMKM, fasilitasi kelengkapan administrasi produk UMKM, fasilitasi pemasaran dan fasilitasi bantuan permodalan. Namun ditengah berjalannya hal-hal tersebut tentu saja belum mencapai harapan yang diinginkan karena masih adanya hambatan serta masalah dalam pelaksanaan program JABAT ERAT ini. Faktor penghambat dalam implementasi program JABAT ERAT di Kabupaten Pinrang yakni kurangnya sosialisasi, Kurang stabilnya jaringan dalam pelaksanaan program,kurangnya kualitas sumber daya manusia , kurangnya kemampuan penggunaan aplikasi. Kesimpulan : Penelitian ini menunjukkan bahwa Implementasi Program Jabat Erat di Kabupaten Pinrang secara umum belum berjalan dengan optimal. Kata kunci: Implementasi, Program Jabat Erat , UMKM
