Abstract

ABSTRACT (in English) Problems/Background (GAP): Lack of public legal awareness, limited facilities and infrastructure, limited number of personnel, unclear sanctions, and imbalance between the number of traders and places to sell are problems in the effective enforcement of Panorama market regulations by the Bengkulu Satpol PP. Purpose: The aim of enforcing the regulation on the management of the Panorama People's Market by the Bengkulu Satpol PP is to create order, security and compliance with market rules in order to provide a safe, orderly environment and provide benefits to the community and business actors. Methods: Research methods include literature studies, field observations, interviews, and data analysis. Data were analyzed descriptively to identify problems and inhibiting factors, as well as to formulate recommendations to increase the effectiveness of the enforcement of the Panorama market regulations by the Bengkulu Satpol PP. Results: The results showed the lack of public legal awareness, limited facilities and infrastructure, a limited number of personnel, unclear sanctions, and an imbalance in the number of traders and places to sell as the main factors influencing the effectiveness of the enforcement of Panorama market regulations by the Bengkulu Satpol PP. Conclusion: In conclusion, it is necessary to increase public legal awareness, improve facilities and infrastructure, add personnel, reinforce sanctions, and balance the number of traders and places to sell to increase the effectiveness of enforcing the Panorama market regulations by the Bengkulu Satpol PP. Keywords: Effectiveness, Market, Civil Service Police Unit ABSTRAK (in bahasa) Permasalahan/Latar Belakang (GAP): Kurangnya kesadaran hukum masyarakat, keterbatasan sarana dan prasarana, jumlah personel yang terbatas, sanksi yang belum tegas, serta ketidakseimbangan antara jumlah pedagang dan tempat berjualan menjadi permasalahan dalam efektivitas penegakan regulasi pasar Panorama oleh Satpol PP Bengkulu. Tujuan: Tujuan penegakan regulasi pengelolaan Pasar Rakyat Panorama oleh Satpol PP Bengkulu adalah menciptakan ketertiban, keamanan, dan kepatuhan terhadap aturan pasar guna memberikan lingkungan yang aman, tertib, dan memberi manfaat bagi masyarakat serta pelaku usaha. Metode:Metode penelitian meliputi studi literatur, observasi lapangan, wawancara, dan analisis data. Data dianalisis secara deskriptif untuk mengidentifikasi permasalahan dan faktor penghambat, serta merumuskan rekomendasi guna meningkatkan efektivitas penegakan regulasi pasar Panorama oleh Satpol PP Bengkulu. Hasil/Temuan: Hasil penelitian menunjukkan kurangnya kesadaran hukum masyarakat, keterbatasan sarana dan prasarana, jumlah personel yang terbatas, sanksi yang belum tegas, serta ketidakseimbangan jumlah pedagang dan tempat berjualan sebagai faktor utama yang mempengaruhi efektivitas penegakan regulasi pasar Panorama oleh Satpol PP Bengkulu. Kesimpulan: Kesimpulannya, perlu dilakukan peningkatan kesadaran hukum masyarakat, perbaikan sarana dan prasarana, penambahan personel, penegasan sanksi, serta penyeimbangan jumlah pedagang dan tempat berjualan untuk meningkatkan efektivitas penegakan regulasi pasar Panorama oleh Satpol PP Bengkulu.
