Abstract

ABSTRACT Problem Statement/Background (GAP): Political participation is the process of participation of ordinary citizens who do not have the right to influence decision-making and carry out political decisions. In democracies, it is believed that the higher the level of public participation, the better. In the 2020 Medan Mayor Election, the community, especially people in the city of Medan, have not been fully involved in exercising political rights. This is based on data from the Medan City KPU which shows the percentage of political participation that has not reached the target. Purpose: The purpose of this Final Writing is to reveal how the political participation of the community in West Medan District is facing the 2020 Medan Mayor Election and the factors that hinder them in carrying out political participation. Method: The method used in writing this Final Report is a descriptive method with an Inductive approach, while the data collection technique used is through interviews, observation, and documentation. In data analysis, the author uses the triangulation method, which ensures the validity of data or information obtained from various sources or different points of view. Results: The results of the study show that the intensity of community political participation that occurs in West Medan sub-district is on average classified as an observer category, namely people only exercising their right to vote in the 2020 Medan Mayor election. Lack of political awareness and the cause of the low number of people who still attach importance to work and are not aware of the importance of participating in regional elections in West Medan sub-district. Conclusion: the political participation of the people in West Medan District in the Medan Mayor Election is still low even though in the implementation of socialization and campaigns the government has done quite well. There are several factors that cause the low political participation of the community in the Mayor Election because the implementation time is not in accordance with their activities. Keywords: Political Participation and Regional Head Elections ABSTRAK Permasalahan/Latar Belakang (GAP): Partisipasi politik merupakan proses partisipasi warga Negara biasa yang tidak memiliki hak untuk mempengaruhi pengambilan keputusan dan melaksanakan keputusan politik. Di negara demokrasi diyakini bahwa semakin banyak tingkat partisipasi masyarakat akan semakin baik. Dalam Pemilihan Walikota Medan tahun 2020,masyarakat utamanya masyarakat di kota Medan belum sepenuhnya terlibat dalam menggunakan hak politik. Hal ini berdasarkan data dari KPU Kota Medan yang menunjukkan persentase partisipasi politik yang belum mencapai target. Tujuan: Tujuan Penulisan Akhir ini adalah untuk mengungkapkan bagaimana partisipasi politik Masyarakat di Kecamatan Medan Barat dalam menghadapi Pemilihan Walikota Medan tahun 2020 serta faktor-faktor yang menjadi penghambat mereka dalam melaksanakan partisipasi politik. Metode: Metode yang digunakan dalam penulisan Laporan Akhir ini adalah metode deskriptif dengan pendekatan Induktif, sedangkan teknik pengumpulan data yang digunakan adalah melalui wawancara, observasi, dan dokumentasi. Dalam analisis data penulis menggunakan metode triangulasi yaitu memastikan keabsahan data atau informasi yang diperoleh dari berbagai sumber atau sudut pandang yang berbeda. Hasil/Temuan: Hasil dari penelitian menunjukkan bahwa intensitas partisipasi politik masyarakat yang terjadi di kecamatan Medan Barat rata-rata tergolong dalam kategori pengamat yaitu masyarakat hanya menggunakan hak pilihnya saja dalam pemilihan Walikota Medan tahun 2020. Kurangnya kesadaran politik dan menjadi penyebab masih rendahnya banyaknya masyarakat yang masih mementingkan pekerjaan dan belum sadar terhadap pentingnya berpartisipasi dalam pemilihan kepala daerah di kecamatan Medan Barat. Kesimpulan: partisipasi politik masyarakat di Kecamatan Medan Barat dalam Pemilihan Walikota Medan masih rendah padahal dalam pelaksanaan sosialisasi dan kampanye pemerintah sudah melakukannya dengan cukup baik. Terdapat beberapa faktor yang menyebabkan masih rendahnya partisipasi politik masyarakat dalam Pemilihan Walikota dikarenakan waktu pelaksanaan yang belum sesuai dengan kegiatan mereka.
