Abstract

ABSTRAK Kabupaten Sidoarjo telah menerbitkan Kartu Identitas Anak sejak akhir 2018, Sedangkan amanat dalam Permendagri tentang Pelayanan Administrasi Kependudukan Secara Daring tahun 2019 bahwa Pemerintah Daerah harus melakukan penerbitan dokumen kependudukan secara online. Pelayanan Via Online (Plavon) di Kabupaten Sidoarjo dimulai sejak bulan April tahun 2021. Sebelum adanya Plavon jumlah penerbitan Kartu Identitas Anak masih sangat sedikit. Sehingga tujuan penelitian ini adalah untuk mengetahui efektivitas penerbitan Kartu Identitas Anak melalui program Plavon di Kabupaten Sidoarjo. untuk mengetahui faktor penghambat pelayanan, serta untuk mengetahui upaya-upaya yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sidoarjo. Teori yang digunakan terkait penelitian ini adalah teori efektivitas menuryt Steers dalam Sutrisno yang menitikberatkan pada 5 unsur yaitu Produksi, efisiensi, Kepuasan, Adaptasi, Perkembangan. Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian, penulis menyimpulkan bahwa efektivitas penerbitan dokumen kependudukan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sidoarjo ini sudah efektif. Hal yang perlu ditingkatkan seperti kesadaran masyarakat dan jumlah pegawai di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sidoarjo. Adapun saran yang diberikan penulis yaitu pemberian sosialisasi kepada masyarakat melalui media sosial dan penambaham jumlah pegawai guna menunjang efektivitas penerbitan dokumen kependudukan. Via Online Services (Plavon) in Sidoarjo Regency began in April 2021. Before the Plavon, the number of issuance of Child Identity Cards was still very small. So the purpose of this study was to determine the effectiveness of issuing a Child Identity Card through the Plavon program in Sidoarjo Regency. to find out the inhibiting factors for services, as well as to find out the efforts made by the Department of Population and Civil Registration of Sidoarjo Regency. The theory used in this research is the theory of effectiveness according to Steers in Sutrisno which focuses on 5 elements namely production, efficiency, satisfaction, adaptation, development. This research is a qualitative research with descriptive method Data collection techniques used in this study are observation, interviews, and documentation. Based on the results of the research, the authors conclude that the effectiveness of issuing population documents at the Sidoarjo Regency Population and Civil Registration Service has been effective. Things that need to be improved include public awareness and the number of employees at the Sidoarjo Regency Population and Civil Registration Service. As for the suggestions given by the author, namely providing outreach to the public through social media and increasing the number of employees to support the effectiveness of issuing population documents.
