Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of the large number of people with social welfare problems in the East Jakarta Administrative City. Purpose: The purpose of this study is to explain the collaboration component implemented by the Social Service Office with the Civil Service Police Unit in empowering Persons with Social Welfare Problems in the East Jakarta Administrative City. Method: The research method used is descriptive qualitative research and with data collection techniques using interviews, observation, and documentation. Result: From the research conducted by the author, the results obtained are research showing that the components of collaboration include: Face-to-face dialog that is carried out such as meetings or meetings has not gone well because many are not present. Building trust in expressing opinions and helping each other and complying with all agreed rules. Commitment to the collaboration process where each agency involved is able to be responsible for its duties and obligations. Shared understanding, even though the vision and mission are not the same but have the same goal. The temporary impact has increased the empowerment of people with social welfare problems through the Asih Asuh operation. Supporting factors for the collaboration component are policies on handling people with social welfare problems, providing assistance and training and a strong commitment, while inhibiting factors for the collaboration component are the culture of people in the city who are less concerned about government operations. Conclusion: Based on the results of research that the author has carried out in Tuban district regarding Government Collaboration in Protecting Communities Against the Impact of Limestone Burning Activities in Tuban Regency, it can be concluded that the implementation of Operation Asih Asuh in improving the welfare of the people of the East Jakarta administrative city has gone well but is still around 75% because of the inhibiting factors found in the implementation of this operation. Therefore, socialization of people with social welfare problems is carried out, assistance is always carried out so that the community is economically prosperous, and the latest data collection is carried out so that people with social welfare problems can be protected and empowered, after this is done the result is that many people are successful and able to live as normal citizens who are no longer included in people with social welfare problems because they are economically prosperous enough. Keywords: Collaboration, Asih Asuh Operation, Empowerment 2 ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan tentang banyaknya jumlah penyandang masalah kesejahteraan sosial di Kota Administrasi Jakarta Timur. Tujuan: Tujuan dari penelitian ini adalah untuk menjelaskan komponen kolaborasi yang dilaksanakan oleh Dinas Sosial dengan Satuan Polisi Pamong Praja dalam pemberdayaan Penyandang Masalah Kesejahteraan Sosial di Kota Administrasi Jakarta Timur. Metode: Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif dan dengan teknik pengumpulan data menggunakan wawancara,, observasi, dan dokumentasi. Hasil/Temuan: Dari penelitian yang dilakukan oleh penulis, hasil yang diperoleh adalah penelitian menunjukkan bahwa komponen kolaborasi diantaranya: Dialog tatap-muka yang dilakukan seperti pertemuan atau rapat belum berjalan dengan baik karena banyak yang tidak hadir. Membangun kepercayaan dalam menyampaikan pendapat serta saling membantu dan mematuhi segala aturan yang telah disepakati. Komitmen pada proses kolaborasi dimana setiap instansi yang terlibat mampu bertanggung jawab pada tugas dan kewajibannya. Pemahaman bersama, walaupun visi dan misi tidak sama tetapi memiliki tujuan yang sama. Dampak sementara telah mengalami peningkatan terhadap pemberdayaan penyandang masalah kesejahteraan sosial melalui operasi Asih Asuh. Faktor pendukung komponen kolaborasi yaitu adanya kebijakan tentang penanganan penyandang masalah kesejahteraan sosial, pemberian bantuan dan pelatihan dan adanya komitmen yang kuat, sedangkan faktor penghambat komponen kolaborasi yaitu budaya masyarakat di kota yang kurang peduli terhadap operasi pemerintah. Kesimpulan: Berdasarkan hasil penelitian yang telah penulis laksanakan di kabupaten Tuban mengenai Kolaborasi Pemerintahan Dalam Melindungi Masyarakat Terhadap Dampak Aktivitas Pembakaran Batu Kapur Di Kabupaten Tuban dapat ditarik kesimpulan bahwa pelaksanaan Operasi Asih Asuh dalam peningkatan kesejahteraan masyarakat kota administrasi Jakarta Timur sudah berjalan baik namun masih sekitar 75% karena ditemukannya faktor penghambat pelaksanaan operasi ini. Oleh karena itu dilakukan sosialisasi terhadap masyarakat penyandang masalah kesejahteraan sosial, selalu dilakukannya pendampingan agar masyarakat sejahtera perekonomiannya, dan melakukan pendataan terbaru sehingga masyarakat penyandang masalah kesejahteraan sosial dapat dilindungi dan diberdayakan, setelah hal itu dilakukan hasilnya banyak masyarakat yang berhasil dan mampu hidup sebagai warga normal yang tidak lagi masuk ke dalah penyandang masalah kesejahteraan sosial karena sudah cukup sejahtera perekonomiannya.
