Abstract

Problem Statement/Background (GAP): One of the frameworks for improving regional development in the future is through the management and development of the tourism sector, particularly the Lake Tolire tourist destination, which is the responsibility of the Tourism Office. In order to improve the performance of civil servants, the workload given needs to be adjusted to the budget, infrastructure, and income generated. Purpose: The aim of this research is to identify, analyze, and describe the performance of civil servants, the obstacles that hinder their work, and the efforts made by the Tourism Office to overcome these obstacles. Method: This research uses Agus Dwiyanto's performance indicator theory, which consists of productivity, service quality, responsiveness, responsibility, and accountability. The researcher uses a descriptive qualitative research method with an inductive approach. Data and information are collected through observation, interviews, and documentation techniques. The collected data is then analyzed using data reduction techniques, data presentation, and drawing conclusions from the available data. Result: The results of this study show that the performance of civil servants in managing the Lake Tolire tourist destination is quite good. The obstacles in implementing the work are the absence of General Allocation Funds and Special Allocation Funds for the management of Lake Tolire, inadequate supporting facilities and infrastructure, and the weak awareness of the community and civil servants in maintaining the inventory and assets of the Tourism Office in Lake Tolire. Conclusion: The efforts made to overcome these obstacles are resolving land ownership disputes, carrying out the development and maintenance of facilities and infrastructure, as well as improving the awareness of civil servants and the community.
