Abstract

ABSTRACT Problem Statement/Background (GAP): This research is motivated by a problem that is being hotly discussed within the Kendari city community regarding waste management. Every human activity in the context of fulfilling the needs of daily life will produce waste which as a result can pollute the surrounding environment. Waste management in Kendari City still needs to be improved considering that in the future there will be many challenges and obstacles in waste management in supporting waste management independently. The Waste Management Policy by the Kendari City Environment and Forestry Service is a form of government effort that aims to serve as a legal basis for creating a Kendari City that is clean from waste. Purpose: Referring to these problems The research objective is to find out how the Implementation of Waste Management Policy by the Environment and Forestry Office of Kendari City, Southeast Sulawesi Province. Method: The method used by the author in this study is descriptive qualitative method. Data collection techniques that the authors use are observation, interviews and documentation. The author uses data analysis techniques with the stages of data reduction, data presentation and drawing conclusions. Result: The results of this study indicate that the Implementation of Waste Management Policy by the Kendari City Environment and Forestry Service has not been implemented optimally, this is due to low public awareness of the importance of waste management, so it can be said that socialization by the government has not been optimal and has not touched all levels of society. Conclusion: The Kendari City Government must always educate the people of Kendari City in disposing of garbage in the space provided and teach them not to be apathetic towards their surroundings. as well as increasing the number of workers who are still productive because in the process of transporting it home and bringing waste to the Final Disposal Site (TPA) it requires a large amount of manpower so that the waste management process runs well and optimally, the Environment and Forestry Service as the representative and the Kendari City Government are still must provide other supporting facilities and infrastructure that are considered lacking so that the waste management process runs well and optimally. Keywords: Implementation, Policy, Waste Management ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini dilatarbelakangi oleh permasalahan yang sedang hangat diperbincangkan dilingkungan masyarakat kota Kendari terkait pengelolaan sampah. Setiap kegiatan manusia dalam rangka pemenuhan kebutuhan hidup sehari-hari akan menghasilkan sampah yang sebagai akibatnya bisa mencemari lingkungan disekitarnya. Pengelolaan sampah di Kota Kendari masih perlu ditingkatkan lagi mengingat kedepannya akan banyak tantangan dan kendala dalam pengelolaan sampah dalam mendukung pengelolaan sampah secara mandiri. Kebijakan Pengelolaan Sampah oleh Dinas Lingkungan Hidup dan Kehutanan Kota Kendari merupakan bentuk dari upaya pemerintah yang bertujuan sebagai dasar hukum untuk menciptakan Kota Kendari yang bersih dari sampah. Tujuan: Merujuk dari permasalahan tersebut, Tujuan Penelitian yakni untuk mengetahui bagaimana Implementasi Kebijakan Pengelolaan Sampah oleh Dinas Lingkungan Hidup dan Kehutanan Kota Kendari Provinsi Sulawesi Tenggara. Metode: Metode yang digunakan penulis dalam penelitian ini yaitu metode deskriptif kualitatif. Teknik pengumpulan data yang penulis gunakan adalah observasi, wawancara dan dokumentasi. Penulis menggunakan teknis analisis data dengan tahapan reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa Implementasi Kebijakan Pengelolaan Sampah oleh Dinas Lingkungan Hidup dan Kehutanan Kota Kendari belum terlaksana secara optimal hal ini dikarenakan masih rendahnya kesadaran masyarakat akan pentingnya pengelolaan sampah, sehingga dapat dikatakan bahwa sosialisasi yang dilakukan pemerintah belum maksimal dan belum menyentuh semua lapisan masyarakat. Kesimpulan: Pemerintah Kota Kendari harus selalu mengedukasi masyarakat Kota Kendari dalam membuang sampah pada tempat yang telah disediakan dan mengajarkan agar tidak apatis terhadap lingkungan sekitar. serta menambah jumlah petugas yang berusia masih produktif karena dalam proses pengangkutan kerumah- rumah dan membawa sampah ke TPA membutuhkan tenaga yang besar sehingga proses pengelolaan sampah berjalan baik dan optimal, Dinas Lingkungan Hidup dan Kehutanan sebagai perwakilan dan Pemerintah Kota Kendari masih harus menyediakan sarana dan prasarana pendukung lainnya yang dinilai kurang agar proses pengelolaan sampah berjalan baik dan optimal.
