Abstract

ABSTRACK Problem Statement/Background (GAP): Children have a strategic position in the eyes of the law as stipulated in Article 28 B Paragraph (2) of Law D 1945. However, not all children can feel optimal growth and development and they must even jump into the streets to support it. Purpose: The purpose of this study is to determine the performance of Civil Servants of the Social Service of Central Lampung Regency in handling abandoned children, find out what are the obstacles in handling abandoned children and the efforts made by the Social Service in overcoming obstacles that occur. Methods: The research methods used are qualitative methods, data collection techniques with observation, documentation, and interviews which then the data is analyzed with miles and hubberman techniques, namely reduction, presentation and drawing of conclusions and data verification. Results: The results of the study, it is known that Civil Servants in Social Services in handling abandoned children have a planned quantity of work based on ability, satisfactory work quality, knowledge of sufficient work, willing to cooperate with other parties, high attendance discipline and can be trusted in work, with good and good quality of each civil servant but the absence of innovation initiatives in handling abandoned children. There are constraints in the form of time, human resources, and budget. The social service made efforts by collaborating with Satpol PP. Conclusion: The performance of Civil Servants in handling abandoned children in the Central Lampung Regency Social Service based on Bernadin Russell's Theory of Apparatus Performance consisting of seven aspects, it was found that the quantity of work of the Central Lampung Regency Social Office consisted of five activities in two fields with work quality reaching 100% in handling abandoned children. As for the quality of civil servants, they have sufficient knowledge related to tupoksi and abandoned children with discipline, work attendance, and are willing to work together, but there has been no innovation related to handling abandoned children. Keywords: Abandoned Children and Apparatus Performance ABSTRAK Permasalahan/Latar Belakang (GAP): Anak memiliki kedudukan yang strategis dimata hukum yang tertuang dalam Pasal 28 B Ayat (2) Undang-Undang D 1945. Namun, tidak semua anak dapat merasakan pertumbuhan dan perkembangan yang optimal dan bahkan harus terjun kejalanan untuk menghidupinya. Tujuan: Tujuan dilaksanakannya penelitian ini untuk mengetahui kinerja Pegawai Negeri Sipil Dinas Sosial Kabupaten Lampung Tengah dalam penanganan anak terlantar, mengetahui apa saja yang menjadi hambatan dalam penanganan anak terlantar dan upaya yang dilakukan oleh Dinas Sosial dalam mengatasi hambatan yang terjadi. Metode: Metode penelitian yang digunakan yaitu metode kualitatif, teknik pengumpulan data dengan observasi, dokumentasi dan wawancara yang kemudian datanya dianalisis dengan teknik miles and hubberman yaitu reduksi, penyajian dan penggambaran kesimpulan dan verifikasi data. Hasil/Temuan: Hasil penelitian, diketahui bahwa Pegawai Negeri Sipil di Dinas Sosial dalam penanganan anak terlantar memiliki kuantitas kerja yang telah direncanakan berdasarkan kemampuan, kualitas kerja yang memuaskan, pengetahuan tentang pekerjaan yang mencukupi, mau bekerjasama dengan pihak lainnya, kedisiplinan kehadiran yang tinggi dan dapat dipercaya dalam pekerjaan, dengan kualitas masing-masing PNS yang bagus dan baik namun tidak adanya inisiatif inovasi penanganan anak terlantar. Terdapat hambatan berupa waktu, SDM dan anggaran. Dinsos melakukan upaya dengan menjalin kerjasama dengan Satpol PP. Kesimpulan: Kinerja Pegawai Negeri Sipil dalam penanganan anak terlantar di Dinas Sosial Kabupaten Lampung Tengah berdasarkan Teori Bernadin Russell tentang Kinerja aparatur yang terdiri dari tujuh aspek didapati bahwa kuantitas kerja Dinas Sosial Kabupaten Lampung Tengah terdiri dari lima kegiatan di dua bidang dengan kualitas kerja yang mencapai 100% dalam penanganan anak terlantar. Sedangkan untuk kualitas PNS memiliki pengetahuan yang mencukupi terkait dengan tupoksi dan anak terlantar dengan kedisiplinan kehadiran kerja serta mau bekerja sama namun belum ada inovasi terkait penanganan anak terlantar.
