Abstract

ABSTRAK Kepemilikan Akta Kelahiran di Kabupaten Barito Kuala menjadi masalah utama sejak adanya pandemi Covid-19. Permasalahan yang terjadi disebabkan sulitnya mobilitas masyarakat, sehingga masyarakat terhambat untuk mengurus dokumen kependudukan Akta Kelahiran. Selain itu kesadaran masyarakat akan kepemilikan Akta Kelahiran dinilai rendah. Masyarakat berpendapat bahwa mengurus Akta Kelahiran memerlukan proses yang tidak mudah dan berbeli-belit,mengantre lama dan perlu menempuh jarak yang jauh. Maka dilihat dari permasalahan tersebut, penelitian ini bertujuan untuk memahami,menganalisis, dan menjelaskan “Inovasi Aplikasi TARUMA DOKBIT Dalam Penerbitan Dokumen Akta Kelahiran Di Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Barito Kuala Provinsi Kalimantan Selatan.” Selain itu penelitian ini bertujuan untuk menganalisis faktor apa saja yang menjadi penghambat dan upaya apa saja yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Barito Kuala. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi,wawancara dan dokumentasi. Teori yang digunakan dalam penelitian ini adalah teori Inovasi menurut Rogers yang dimana terbagi atas 5 indikator yaitu Keuntungan Relatif,Kesesuaian,Kerumitan,Kemungkinan Dicoba dan Kemudahan Diamati. Berdasarkan hasil penelitian, Inovasi TARUMA DOKBIT sudah berjalan dengan baik dalam meningkatkan kepemilikan akta. Namun masih banyak masyarakat yang kurang memahami Inovasi TARUMA DOKBIT itu sendiri,masih kurangnya sumber daya manusia dalam pengoperasian Inovasi yang berbasis aplikasi dan website serta kurang stabilnya kualitas internet. Untuk meningkatkan penerbitan Akta Kelahiran penulis memberikan saran untuk melakukan Sosialisasi mengenai Inovasi TARUMA DOKBIT dan pelatihan kepada operator sehingga operator dapat bertanggung jawab dalam mengoperasikan dan memberikan pelayanan yang optimal pada Inovasi TARUMA DOKBIT. Kata Kunci: Inovasi Taruma Dokbit, Inovasi, Akta Kelahiran ABSTRACT Ownership of birth certificates in Barito Kuala Regency has become a major problem since the Covid-19 pandemic. The problems that occur are due to the difficulty of community mobility, so that people are hampered in processing population documents for birth certificates. In addition, public awareness of birth certificate ownership is considered low. The community believes that obtaining a birth certificate requires a process that is not easy and convoluted, with long queues and the need to travel long distances. So seen from these problems, this study aims to understand, analyze, and explain "TARUMA DOKBIT Application Innovation in Issuing Birth Certificate Documents at the Department of Population and Civil Registration of Barito Kuala Regency, South Kalimantan Province." In addition, this study aims to analyze what factors are the obstacles and what efforts are made by the Population and Civil Registration Office of Barito Kuala Regency. This study uses a descriptive qualitative research method with an inductive approach. Data collection techniques used in this study are observation, interviews and documentation. The theory used in this study is the theory of innovation according to Rogers which is divided into 5 indicators namely Relative Advantage, Appropriateness, Complexity, Likelihood of Trying and Ease of Observation. Based on the research results, the TARUMA DOKBIT Innovation has gone well in increasing deed ownership. However, there are still many people who do not understand the TARUMA DOKBIT Innovation itself, there is still a lack of human resources in operating application- and website-based innovations and the internet quality is less stable. To increase the issuance of birth certificates, the author provides suggestions for socialization regarding the TARUMA DOKBIT Innovation and training for operators so that operators can be responsible for operating and providing optimal service at the TARUMA DOKBIT Innovation.
