Abstract

Abstrak Zulkarnain Husain, 30.1234. Implementasi Peraturan Daerah Nomor 03 Tahun 2016 Tentang Kawasan Tanpa Rokok Di Kabupaten Takalar Provinsi Sulawesi Selatan. Penelitian deskriptif kualitatif ini bertujuan untuk 1)mengetahui implementasi Peraturan Daerah nomor 03 Tahun 2016 tentang Kawasan Tanpa Rokok di Kabupaten Takalar Provinsi Sulawesi Selatan, 2) mengetahui prosedur dalam implementasi Peraturan Daerah Nomor 03 Tahun 2016 tentang Kawasan Tanpa Rokok,3) mengetahui hambatan dalam penerapan Peraturan Daerah Nomor 03 Tahun 2016 tentang Kawasan Tanpa Rokok, dan 4) mengetahui peran dinas kesehatan dalam implementasi Peraturan Daerah Nomor 03 tahun 2016 tentang Kawasan Tanpa Rokok. Informan dalam penelitian ini berjumlah 12 orang yang diporoleh melalui teknik purposive sampling. Untuk memperoleh data peneliti menggunakan metode wawancara, observasi dan dokumentasi. Pengolahan data dilakukan dengan tiga tahap yaitu data reduksi, Data DispIay dan ConcIusion Drawing. Hasil penelitian menunjukkan bahwa dalam implementasi peraturan daerah oleh dinas kesehatan telah dilaksanakan cukup baik dan setiap OPD dari lapisan tiap masyarakat telah mendengar hal tersebut melalui kegiatan Pos Pembinaan Terpadu yang dilakukan di setiap kunjungan-kunjungan ke desa, tetapi sosialisasi di anak berusia di bawah 18 tahun perlu di tingkatkan lagi. Faktor-faktor penghambat berjalannya kebijakan KTR yaitu kesadaran diri pribadi baik pihak penanggung jawab suatu tempat maupun pihak masyarakat untuk tidak melanggar, pelaksana kebijakan yang belum ada secara formal dalam penegakan KTR dan para pihak pelanggar Perda tersebut, dan belum adanya anggaran dari pemerintah untuk memfasilitasi para tim penegakan perda ini. Peran dinas Kesehatan dalam implementasi Perda KTR adalah Mensosialisasikan Peraturan daerah no 03 tahun 2016 tentang Kawasan tanpa rokok di setiap lapisan masyarakat, Memberikan upaya dari rujukan maupun program upaya berhenti merokok, dan survei pengecekan jumlah pelaksana perda no 03 tahun 2016 tentang Kawasan tanpa rokok. This qualitative descriptive study aims to 1) find out the implementation of Regional Regulation number 03 of 2016 concerning Smoke Free Areas in Takalar Regency, South Sulawesi Province, 2) know the procedures for implementing Regional Regulation Number 03 of 2016 concerning Smoking Free Areas, 3) find out the obstacles in implementing Regional Regulation Number 03 of 2016 concerning Smoke Free Areas, and 4) knowing the role of the health office in implementing Regional Regulation Number 03 of 2016 concerning Smoke Free Areas. There were 12 informants in this study who were obtained through a purposive sampling technique. To obtain data researchers used interviews, observation and documentation. Data processing is carried out in three stages, namely data reduction, data display and conclusion drawing. The results of the study show that the implementation of regional regulations by the health office has been carried out quite well and every OPD from each layer of society has heard about this through the Integrated Development Post activities which are carried out on every visit to the village, but outreach to people under 18 years old need to be improved again. The inhibiting factors for the implementation of the KTR policy are personal self-awareness of both the person in charge of a place and the community not to violate it, policy implementers who do not yet exist formally in enforcing the KTR and those who violate the regional regulation, and the absence of a budget from the government to facilitate the the law enforcement team. The role of the Health Service in implementing the KTR regional regulation is to socialize regional regulation number 03 of 2016 concerning smoking-free areas at every level of society, providing efforts from referrals and program to stop smoking, and surveys checking the number of implementers of regional regulation Number 03 of 2016 concerning smoking free areas.
