Abstract

ABSTRACT Problem Statement/Background (GAP): The influence of the development of information technology requires that the implementation of government affairs be more efficient, effective, as well as transparent and of high quality, local governments have demands to be able to provide the best service, in a transparent and of course quality. The official website of the City of Solok is an effort to assist and facilitate the government in conveying public information which contains all the wealth of Regional Government information. But unfortunately there are still deficiencies in the use of the official website of the Solok City government, such as the low number of visitors, and the website is still experiencing errors. Purpose: The purpose of this study was to determine the effectiveness of the Solok Municipal Government's official website as a medium of public information. Method: This study uses a qualitative descriptive method through observation techniques to obtain primary data by observing facts in the field. Primary data was also obtained from informants by conducting interview techniques and documentation techniques. Result: From several indicators on the dimensions of website effectiveness according to Aprilia, et al (2014) almost all indicators can be fulfilled properly by the official Solok City government website, it's just that there are deficiencies in several indicators, namely; Lack of human resources in the process of running and managing the website. The number of website visitors shows a small number, as well as the duration of website visits that cannot be known by Diskominfo as the website operator. Conclusion: From the research that has been done, the official website of the Solok City government is said to be quite effective as a medium of public information. However, it is not optimal because there is still a lack of human resources from the government in managing and running the website, as well as the lack of willingness and ability of the people of Solok City to access the information available on the website. Keywords: Effectiveness; Website; Public Information ABSTRAK Permasalahan/Latar Belakang (GAP): Pengaruh perkembangan teknologi informasi mengharuskan penyelenggaraan urusan pemerintah lebih efisien, efektif, serta transparan dan berkualitas, pemerintah daerah memiliki tuntutan agar mampu memberikan pelayanan yang terbaik, secara transparan dan tentunya berkualitas. Website resmi Kota Solok ini menjadi upaya untuk membantu dan 2 mempermudah pemerintah dalam menyampaikan informasi publik yang memuat seluruh kekayaan informasi Pemerintahan Daerah. Namun sayangnya masih ada kekurangan dalam pemanfaatan website resmi pemerintah Kota Solok, seperti jumlah pengunjung yang masih sedikit, dan website masih mengalami error. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui efektivitas website resmi Pemerintah Kota Solok sebagai media informasi publik. Metode: Penelitian ini menggunakan metode deskriptif kualitatif melalui teknik observasi untuk memperoleh data primer dengan mengamati fakta-fakta yang ada dilapangan. Data primer juga diperoleh dari para informan dengan melakukan teknik wawancara, dan teknik dokumentasi. Hasil/Temuan: Dari beberapa indikator pada dimensi efektivitas website menurut Aprilia, dkk (2014) hampir semua indikator mampu terpenuhi dengan baik oleh website resmi pemerintah Kota Solok, hanya saja terdapat kekurangan pada beberapa indikator yaitu; Kurangnya SDM dalam proses menjalankan dan mengelola website. Jumlah pengunjung website yang menunjukkan angka yang masih sedikit, serta lama durasi kunjungan website yang belum mampu diketahui oleh pihak Diskominfo sebagai operator website. Kesimpulan: Dari penelitian yang telah dilakukan, maka website resmi pemerintah Kota Solok dikatakan sudah cukup efektif sebagai media informasi publik. Namun, memang belum maksimal karena masih kurangnya SDM dari pemerintah dalam mengelola dan menjalankan website, serta kurangnya kemauan dan kemampuan masyarakat Kota Solok dalam mengakses informasi yang tersedia di website.
