Abstract

ABSTRAK Ketertiban umum merupakan salah satu urusan wajib bagi pemerintah daerah yang harus diselenggarakan. Karena dengan terciptnya ketertiban umum akan terpenuhinya rasa aman, damai, dan tentram dalam kehidupan bermasyarakat. Salah satu permasalahan ketertiban umum yang sedang terjadi di Kota Balikpapan yaitu banyaknya pengemis, anak jalanan dan gelandangan yang berkeliaran ditempat umum baik itu dilampu merah, tempat wisata bahkan hingga ketempat makan yang dimana sangat meresahkan warga mengingat juga bahwasannya Kota Balikpapan merupakan Kota peyangga Ibu Kota Negara terbaru. Tujuan dari karya ini adalah untuk mendeskripsikan dan menganalisis faktor-faktor yang menghambat dan mendukung proses penertibaan pengemis, anak jalanan dan gelandangan serta upaya yang dilakukan guna mengatasi hambatan tersebut. Sehubungan dengan hal tersebut maka peneliti tertarik untuk melakukan penelitian dengan judul “PENERTIBAN PENGEMIS ANAK JALANAN DAN GELANDANGAN OLEH SATUAN POLISI PAMONG PRAJA KOTA BALIKPAPAN” Penelitian ini menggunakan metode penelitian field research melalui pendekatan yuridis-teoritis. Selain itu, dengan teknik pengumupulan data yang digunakan wawancara, observasi, dan dokumentasi, serta dengan menggunakan teknik analisis data yaitu reduksi data, display data dan menarik kesimpulan. Berdasarkan hasil analisis dari penelitian ini disimpulkan bahwa penertiban pengemis, anak jalanan dan gelandangan oleh Satuan Polisi Pamong Praja Kota Balikpapan telah dilakukan dengan baik akan tetapi belum efektif. Terdapat beberapa hambatan yang terjadi, seperti kurangnya sumber daya manusia dan kekuarangan tenaga kerja. Maka diperlukannya Sumber Daya Manusia yang berkualitas guna melancarkan tugas dan fungsinya agar dapat berjalan dengan maksimal. One of the problems of public order that is currently happening in the City of Balikpapan is the large number of beggars, street children and homeless people who roam in public places, be it red lights, tourist attractions and even places to eat which are very troubling for residents considering that Balikpapan City is a supporting city for the National Capital. latest. The purpose of this work is to describe and analyze the factors that hinder and support the process of controlling beggars, street children and homeless people and the efforts made to overcome these obstacles. In connection with this, the researcher is interested in conducting research with the title "ORGANIZING STREET CHILDREN BEGGING AND VARIETY BY PAMONG PRAJA POLICE UNIT IN BALIKPAPAN CITY" This study uses field research research methods through a juridical- theoretical approach. In addition, the data collection techniques used were interviews, observation, and documentation, as well as by using data analysis techniques, namely data reduction, data display and drawing conclusions. Based on the results of the analysis of this study it was concluded that the control of beggars, street children and homeless people by the Civil Service Police Unit of the City of Balikpapan had been carried out well but was not yet effective. There are several obstacles that occur, such as a lack of human resources and labor shortages. So the need for quality Human Resources to carry out their duties and functions so that they can run optimally.
