Abstract

ABSTRACT Problem Statement/Background (GAP): Community empowerment is a strategy used to give authority to communities to improve their standard of living. The purpose of empowerment is to improve welfare. To achieve this, the government has developed an Integrated Entrepreneurship Program (PKT) which is run by the Department of Trade, Industry, Cooperatives, Small and Medium Enterprises and implemented in every district. The PKT program is run by 7 related agencies that are responsible for implementing the PKT program. The Regional Apparatuses in Jatinegara District are the supporters of the implementation of the PKT program. Purpose: This study aims to analyze the implementation of the PKT program and also the inhibiting and supporting factors of the implementation of the PKT program. Method: This research uses a descriptive qualitative research method using an inductive approach. Retrieval of data sources in this study using the method of observation, interviews, and documentation. Results/Findings: The results of this study prove that the PKT program fulfills eight indicators, namely the PKT program can increase entrepreneurial potential, increase the number of entrepreneurs, increase productivity and high competitiveness, can facilitate all facilities and infrastructure and get support from regional officials and has other follow-up plans . Conclusion: The strategy for dealing with obstacles is by adding PKT program assistants to the PKT program development post, increasing the attractiveness of the program so that it is in demand by the community, increasing access to capital so that it is right on target, and generating ideas for innovative environmental activities. Keywords: Community Empowerment, Integrated Entrepreneurship Development Program, Welfare ABSTRAK Permasalahan/Latar Belakang (GAP): Pemberdayaan masyarakat adalah strategi yang digunakan untuk memberikan otoritas kepada masyarakat dalam meningkatkan taraf hidup mereka. Tujuan dari pemberdayaan adalah untuk meningkatkan kesejahteraan. Untuk mencapai hal tersebut, pemerintah mengembangkan Program Kewirausahaan Terpadu (PKT) yang dijalankan oleh Suku Dinas Perdagangan, Perindustrian, Koperasi, Usaha Kecil dan Menengah dan dilaksanakan di setiap kecamatan. Program PKT dijalankan oleh 7 dinas terkait yang bertanggung jawab atas pelaksanaan program PKT. Perangkat Daerah di Kecamatan Jatinegara adalah sebagai pendukung dari pelaksanaan program PKT. Tujuan: Penelitian ini bertujuan untuk menganalisis pelaksaan program PKT dan juga faktor penghambat dan pendukung dari pelaksanaan program PKT. Metode: Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan menggunakan pendekatan induktif. Pengambilan sumber data pada penelitian ini menggunakan metode observasi, wawancara, serta dokumentasi. Hasil/Temuan: Hasil penelitian ini membuktikan program PKT memenuhi delapan indikator yaitu program PKT dapat meningkatkan potensi kewirausahaan, meningkatkan jumlah wirausaha, meningkatkan produktifitas dan daya saing yang tinggi, dapat memfasilitasi seluruh sarana dan prasarana dan mendapat dukungan dari perangkat daerah serta memiliki rencana lanjutan lainnya. Kesimpulan: Adapun strategi dalam menghadapi hambatan yaitu dengan menambahkan pendamping program PKT pada pos pengembangan program PKT, meningkatkan daya tarik program agar diminati masyarakat, meningkatkan akses pemodalan agar tepat sasaran, dan memunculkan ide kegiatan lingkungan yang inovatif.
