Abstract

ABSTRACT Problem Statement/Background (GAP): The phenomenon of waste in Medan Denai Subdistrict continues to increase as the population increases. The emergence of Mayor Regulation Number 18 of 2021 concerning Partial Delegation of Waste Management Authority is a form of effort by the Medan City government in showing its seriousness for waste management.The problem of this research is how the Implementation of Mayor Regulation Number 18 of 2021 concerning the Delegation of Partial Authority for Waste Management to the Sub-District Head and the inhibiting factors in the Implementation of the Regulation. Purpose: The purpose of this study was to determine the implementation of government policies in waste management in Medan Denai Subdistrict, Medan City and its inhibiting factors. Method: This research method is qualitative, with data collection techniques using observation, interviews and documentation and the results are analyzed with descriptive qualitative. Result : The results showed that: (1) Implementation of waste management policies in Medan Denai Sub-district has been implemented. This can be seen in terms of communication, socialization of waste reduction stops that are still running until now. Conclusion :Consistency in the implementation of these regulations is also quite good. The resources for implementing this policy are quite qualified in its implementation, both from Human Resources and Budget resources. Facilities and infrastructure are also quite adequate, such as the number of fleet units and TPS available in good condition. In terms of disposition, the attitude of the implementers has shown commitment and honesty. In terms of bureaucratic structure, there are SOPs related to waste management and fragmentation involving DLH, sub-districts to communities in the kelurahan. (2) The inhibiting factor consists of low public awareness of waste disposal. Suggestions from this research need routine socialization so that the community is increasingly sensitive and concerned with environmental cleanliness so that it will create a healthy and wastefree environment. Because everything starts from the community and ends for the community. Key Words: Implementation, Mayor Regulation, Garbage ABSTRAK Permasalahan/ Latar Belakang (GAP) :Fenomena sampah di Kecamatan Medan Denai terus meningkat seiring pertambahan jumlah penduduk. Munculnya Peraturan Walikota Nomor 18 Tahun 2021 tentang Pelimpahan Sebagian Kewenangan Pengelolaan Sampah merupakan bentuk upaya pemerintah Kota Medan dalam menunjukkan keseriusannya untuk pengelolaan sampah. Masalah Penelitian ini adalah bagaimana Implementasi Peraturan Walikota Nomor 18 Tahun 2021 tentang Pelimpahan Sebagian Kewenangan Pengelolaan Persampahan kepada Camat Serta faktor penghambat dalam Implementasi Peraturan tersebut. Tujuan: Tujuan penelitian ini adalah untuk mengetahui implementasi kebijakan pemerintah dalam pengelolaan sampah di Kecamatan Medan Denai Kota Medan beserta faktor penghambatnya. Metode: Metode penelitian ini adalah kualitatif, dengan teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi serta hasilnya dianalisis dengan deskriptif kualitatif. Hasil Temuan :Hasil penelitian menunjukkan bahwa: (1) Implementasi kebijakan pengelolaan sampah di Kecamatan Medan Denai Sudah terlaksana. Hal ini terlihat dari segi komunikasi, sosialisasi atas pengurangan sampah berhenti yang masih berjalan hingga saat ini. Konsistensi dalam Implementasi peraturan tersebut juga sudah cukup baik. Kesimpulan :Sumber daya pelaksana kebijakan ini sudah cukup mumpuni dalam pelaksanaannya, Baik itu dari Sumber daya Manusia maupun sumber daya Anggaran. Sarana dan prasarana juga sudah cukup memadai seperti banyaknya unit armada dan TPS yang tersedia dengan kondisinya yang masih baik. Dari segi disposisi, sikap pelaksana sudah menunjukkan komitmen dan kejujuran. Dari segi struktur birokrasi, adanya SOP terkait pengelolaan sampah dan fragmentasi yang melibatkan DLH, Kecamatan hingga masyarakat di kelurahan. (2) Faktor penghambat terdiri dari rendahnya kesadaran masyarakat terhadap pembuangan sampah. Saran dari penelitian ini perlu adanya sosialisasi yang rutin agar Masyarakat semakin peka dan peduli dengan kebersihan lingkungan sehingga akan menciptakan Lingkungan yang sehat dan bebas dari sampah. Karena semua berawal dari masyarakat dan berakhir untuk masyarakat. Kata Kunci : Implementasi, Peraturan Walikota, Sampah
