Abstract
ABSTRACT Problem Statement/Background (GAP) : Problems that occur in the number of service requests that do not match the number served, inadequate facilities and infrastructure and the people themselves who do not know the Standart Operational Procedur of PATEN. Purpose : The focus of this study aims to describe the Implementation of District Integrated Administrative Services (PATEN) as well as the inhibiting factors and efforts of the Mori Atas District Office in carrying out its implementation. Method : This study uses a descriptive qualitative method with an inductive approach to make a clear, systematic and accurate description based on facts in the field. Data collection techniques used are observation, interviews, and documentation. The data analysis steps are data reduction, data presentation, and drawing conclusions. Results : The results of this study indicate that the implementation of District Integrated Administrative Services (PATEN) in Mori Atas District based on Edward III's theory with indicators of communication, resources, disposition and bureaucratic structure is not optimal because there are still inhibiting factors related to communication and facilities and infrastructure resources. Conclusion : The implementation of PATEN in Mori Atas District has not been maximized and the author suggests that the Mori Atas District Office recover and improve supporting facilities and infrastructure as well as carry out ongoing outreach about the PATEN program in Mori Atas District. Key Word : Implementation, District integrated Administrative Services (PATEN) ABSTRAK Permasalahan/Latar belakang (GAP) : Permasalahan yang terjadi pada jumlah permintaan pelayanan yang tidak sesuai dengan jumlah yang terlayani, sarana dan prasarana yang kurang memadai serta masyarakat sendiri yang belum mengetahui SOP PATEN. Tujuan :Fokus penelitian ini bertujuan untuk mendeskripsikan Implementasi Pelayanan Administrasi Terpadu Kecamatan (PATEN) serta faktor penghambat dan upaya Kantor Kecamatan Mori Atas dalam pelaksanaan implementasinya. Metode : Penelitian ini menggunakan metode kualitatif yang bersifat deskriptif dengan pendekatan induktif untuk membuat gambaran secara jelas dan sistematis serta akurat berdasarkan fakta dilapangan. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Adapun langkah analisis data yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan : Hasil penelitian ini menunjukkan bahwa implementasi Pelayanan Administrasi terpadu Kecamatan (PATEN) di Kecamatan Mori Atas berdasarkan teori Edward III dengan indikator komunikasi, sumber daya, disposisi dan struktur birokrasi berjalan belum optimal karena masih terdapat faktor penghambat yang berkaitan dengan komunikasi serta sumberdaya sarana dan prasarana. Kesimpulan : Pelaksanaan PATEN di Kecamatan Mori Atas belum maksimal sehingga penulis menyarankan agar Kantor Kecamatan Mori Atas peninjauan kembali dan peningkatan sarana dan prasarana pendukung serta melakukan sosialisasi berkelanjutan tentang program PATEN di Kecamatan Mori Atas.
