Abstract

ABSTRACT Background: BUMDes is an important aspect in improving the village economy, with the presence of BUMDes it can provide color in the development and empowerment of villages in Indonesia. In carrying out these duties and roles, BUMDes must have a Business Unit which will become a separate part in managing the potential or resources in the village. Serimbu Village, Air Besar District, also has a Piping Business Unit which is engaged in providing clean water for the surrounding community, which is currently not developing properly. Purpose: This study aims to find out the strategy for developing the Serimbu Village BUMDes Piping Business Unit in providing clean water to the community, what are the supporting and inhibiting factors in the development of the Piping Business Unit and to find out the efforts made by the Serimbu Village BUMDes in resolving barriers to clean water supply. Method: This research design uses qualitative research with descriptive methods and inductive approaches. Data collection techniques used are interviews, observation, and documentation. The data analysis technique used in this study is to reduce data, present data, and conclusions. Results/Findings: The results of the study can be concluded that the supply of clean water by the Serimbu Village BUMDes Piping Business Unit has not gone well and this Piping business unit is still experiencing problems and there are inhibiting factors such as the quality of human resources or BUMDes management that is not yet good, supporting infrastructure in the supply and distribution of clean water which cannot be improved because the RAB has not been properly designed so that it hinders the development of the Serimbu Village BUMDes Piping Business Unit. Conclusion: The strategy for developing a BUMDes pipeline business in providing clean water for the people of Serimbu Village has not gone well, especially in the aspect of human resources (HR). The Serimbu Village BUMDes management is assessed by the Serimbu Village government as still not having the ability to manage the organization, and is assessed by the village government as not yet professional in carrying out their duties and responsibilities so that the Serimbu Village BUMDes organization, especially the Pipingization business unit, is considered not to be running well. The efforts made by Serimbu Village BUMDes in solving obstacles in the Piping Business Unit for the provision of clean water to the people of Serimbu Village, Air Besar District, Landak Regency are by prioritizing the maintenance and improvement of the pipeline system which will be included in the RPJMDes, technical guidance to BUMDes management and distribution of proposals from the government villages to the district level to help fund repairs, as well as maintenance of facilities and infrastructure for distribution and supply of clean water. ABSTRAK Latar Belakang : BUMDes merupakan salah satu aspek yang penting dalam meningkatkan perekonomian desa, dengan kehadiran BUMDes dapat memberikan warna dalam perkembangan dan pemberdayaan desa di Indonesia. Dalam menjalankan tugas dan peran tersebut, BUMDes harus memiliki Unit Usaha yang akan menjadi suatu bagian tersendiri dalam pengelolaan potensi atau sumber daya yang ada di desa tersebut. Desa Serimbu Kecamatan Air Besar juga memiliki Unit Usaha Pipanisasi yang bergerak dalam penyediaan air bersih bagi masyarakat sekitar yang saat ini belum dapat berjalan dengan baik. Tujuan: Penelitian ini bertujuan untuk mengetahui strategi pengembangan Unit Usaha Pipanisasi BUMDes Desa Serimbu dalam penyediaan air bersih untuk masyarakat, apa faktor pendukung dan penghambat dalam pengembangan Unit Usaha pipanisasi dan mengetahui upaya yang dilakukan BUMDes Desa Serimbu dalam menyelesaikan hambatan penyediaan air bersih. Metode: Desain penelitian ini menggunakan penelitian kualitatif dengan metode deskriptif dan pendekatan induktif. Teknik pengumpulan data yang digunakan adalah dengan wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan pada penelitian ini adalah dengan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa penyediaan air bersih oleh Unit Usaha Pipanisasi BUMDes Desa Serimbu belum berjalan dengan baik dan unit usaha Pipanisasi ini masih mengalami kendala dan terdapat faktor penghambat seperti kualitas SDM atau kepengurusan BUMDes yang belum baik, sarana prasarana penunjang dalam penyediaan dan penyaluran air bersih yang belum dapat di tingkatkan karena RAB yang belum dirancang dengan baik sehingga menghambat pengembangan Unit Usaha Pipanisasi BUMDes Desa Serimbu. Kesimpulan: Strategi pengembangan usaha pipanisasi BUMDes dalam penyediaan air bersih bagi masyarakat di Desa Serimbu belum berjalan dengan baik terutama pada aspek sumber daya manusia (SDM). Pengurus BUMDes Desa Serimbu yang dinilai oleh pemerintah Desa Serimbu masih belum memiliki kemampuan dalam mengurus organisasi, serta dinilai oleh pemerintah desa belum professional dalam menjalankan tugas dan tanggung jawab sehingga organisasi BUMDes Desa Serimbu khususnya unit usaha Pipanisasi ini dinilai belum berjalan dengan baik. Upaya yang dilakukan BUMDes Desa Serimbu dalam menyelesaikan hambatan di Unit Usaha Pipanisasi guna penyediaan air bersih kepada masyarakat Desa Serimbu Kecamatan Air Besar Kabupaten Landak adalah dengan memprioritaskan pemeliharaan dan peningkatan sistem pipanisasi yang akan dicantumkan dalam RPJMDes, bimbingan teknis kepada kepengurusan BUMDes dan penyaluran proposal dari pemerintah desa ke tingkat kabupaten untuk membantu mendanai perbaikan, serta pemeliharaan sarana dan prasarana penyaluran dan penyediaan air bersih.
