Abstract

ABSTRACT Problem Statement/Background (GAP): The research problem departs from the problem that Ogan Komering Ulu Regency is an area that is prone to floods, in fact, floods occur every year .Ogan Komering Ulu Regency is one of the districts in South Sumatra Province that has a dense population so that it has minimal water absorption capacity and also the many rivers that exist make it vulnerable to flooding if there is heavy rain. Based on this phenomenon, the researcher feels the need to raise the title of the thesis, namely the Effectiveness of Flood Disaster Mitigation in Ogan Komering Regency, South Sumatra Province. Purpose: The purpose of this paper is to find out the mitigation of the BPBD of Ogan Komering Ulu Regency in reducing the risk of flood disasters and to find out the inhibiting factors of BPBD in reducing the risk of flood disasters. Method: The author uses a qualitative research design with descriptive methods and inductive approaches. Sources of research data were obtained through primary data, namely interviews with ASN BPBD Ogan Komering Ulu Regency, observation of activities and documentation. Secondary data is obtained from documents that have been legalized or published relating to research. The research results were obtained through data reduction, data presentation, and drawing conclusions. Result: Based on the results of the study, the researchers concluded that the BPBD in terms of making flood control posts in several sub-districts was already good, it's just that some sub-districts were not. This can be seen from the flood hazard map made by BPBD Ogan Komering Ulu Regency. Conclusion: The obstacles in flood mitigation are the wide area, the limited resources of the apparatus for quick disaster response action, and also limited facilities and infrastructure. Suggestions given by researchers include continuing to cooperate with competent parties in implementing flood prevention, providing training, increasing the number of apparatus, and BPBD conducting the socialization provided should attract more public enthusiasm for caring about flood disasters, so that people consider the importance of mitigating this flood disaster and are aware that disaster is a common affair. Keywords: Effective, Mitigation, Flood ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan penelitian yang berangkat dari permasalah bahwa Kabupaten Ogan Komering Ulu merupakan daerah yang rawan terjadi bencana banjir bahkan setiap tahunnya pasti terjadi )banjir. Kabupaten Ogan Komering Ulu menjadi salah satu kabupaten di Provinsi Sumatera Selatan yang memiliki jumlah padat penduduk sehingga minim daya resapan air dan juga banyaknya aliran sungai yang ada menjadi rentan akan terjadinya bencana banjir apabila terjadi hujan yang lebat. Berdasarkan fenomena tersebut, maka peneliti merasa perlu mengangkat judul skripsi yaitu Efektivitas Mitigasi Bencana Banjir di Kabupaten Ogan Komering Provinsi Sumatera Selatan. Tujuan: Tujuan dari penulisan ini untuk mengetahui mitigasi dari BPBD Kabupaten Ogan Komering Ulu dalam pengurangan risiko bencana banjir serta mengetahui faktor penghambat BPBD dalam pengurangan risiko bencana banjir. Metode: Penulis menggunakan desain penelitian kualitatif dengan metode deskriptif dan pendekatan induktif. Sumber data penelitian diperoleh melalui data primer yaitu wawancara dengan ASN BPBD Kabupaten Ogan Komering Ulu, observasi kegiatan dan dokumentasi. Data sekunder diperoleh dari dokumen yang telah disahkan atau dipublikasikan yang berkaitan dengan penelitian. Hasil/Temuan: Hasil penelitian diperoleh melalui reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian, peneliti mengambil kesimpulan bahwa BPBD dalam hal pembuatan posko pengendalian banjir di beberapa kecamatan sudah baik hanya saja pada beberapa kecamatan ada yang belum. Hal ini dilihat dari peta rawan banjir dibuat oleh BPBD Kabupaten Ogan Komering Ulu. Adapun kendala dalam mitigasi banjir ialah luas wilayah, terbatasnya sumber daya aparatur guna aksi cepat tanggap bencana masih terbatas juga sarana dan prasarana. Kesimpulan: Dengan kerjasama dengan pihak yang berkompeten dalam penyelenggaraan penanggulangan banjir, pengadaan pelatihan, penambahan jumlah aparatur, serta BPBD melakukan Sosialisasi yang diberikan harus lebih menarik antusiasme masyarakat terhadap peduli bencana banjir, sehingga masyarakat menganggap pentingnya mitigasi bencana banjir ini dan menyadari bahwa bencana adalah urusan bersama.
