Abstract

ABSTRAK “PENERTIBAN MINUMAN BERALKOHOL OLEH SATUAN POLISI PAMONG PRAJA DI KABUPATE GARUT PROVINSI JAWA BARAT” Dalam penelitian ini yang menjadi masalah utama adalah terdapat masih banyak nya penjual minuman beralkohol sedangkan sudah jelas di terangkan dalam Peraturan Daerah Kabupaten Garut Nomor 13 tahun 2015 tentang Anti Perbuatan Maksiat yang di dalamnya mengatur tentang larangan memproduksi, menyimpan, menjual/mengedarkan dan mengkonsumsi minuman beralkohol. Penelitian ini menggunakan teori Implementasi Retno Widjajanti. Penelitian yang bertujuan untuk mengetahui penertiban Minuman Beralkohol di Kabupaten Garut, mengetahui dan menganalisa faktor penghambatnya, serta upaya yang dilakukan dalam mengatasi faktor penghambat tersebut. Metode penelitian yang digunakan adalah metode kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa Penertiban Minuman Beralkohol oleh satuan polisi pamong praja sudah cukup baik namun masih terdapat beberapa faktor penghambat dalam pelaksanaan penertiban. Upaya yang harus dilakukan Satuan Polisi Pamong Praja yaitu mengatasi hambatan yang terjadi dalam palaksanaan penertiban. Kesimpulan Penelitian ini membuktikan bahwa Penertiban Minuman Beralkohol oleh Satuan Polisi Pamong Praja di Kabupaten Garut sudah berjalan cukup baik namun masih adanya faktor penghambat dalam pelaksanaan penertiban baik secara langsung maupun tidak langsung dan juga kurang sadarnya masyarakat dengan larangan Minuman Beralkohol di Kabupaten Garut. Saran untuk Satuan Polisi Pamong Praja Kabupaten Garut agar lebih giat lagi dalam melaksanakan sosialisasi kepada masyarakat terkait dengan larangan peredaran Minuman Beralkohol di Kabupaten Garut dan secara berkala melaksanakan penertiban Minuman Beralkohol. Kata kunci: Minuman beralkohol, Penertiban, Satuan Polisi Pamong Praja ABSTRACT "CONTROL OF ALCOHOLIC DRINKS BY THE PAMONG PRAJA POLICE UNIT IN GARUT REGENCY, WEST JAVA PROVINCE" In this study, the main problem is that there are still many sellers of alcoholic beverages, while this has been clearly explained in Garut Regency Regional Regulation Number 13 of 2015 concerning Anti-Immoral Acts it regulates the prohibition to produce, store, sell/distribute and consume alcoholic beverages. This study uses Retno Widjajanti's implementation theory. This study aims to determine the control of alcoholic beverages in Garut Regency, to identify and analyze the inhibiting factors, as well as the efforts made to overcome these inhibiting factors. The research method used is descriptive qualitative method with an inductive approach. Data collection techniques through interviews, observation, and documentation. The results of the study show that the Control of Alcoholic Drinks by the civil service police unit is quite good, but there are still several inhibiting factors in the implementation of the control. Efforts that must be made by the Civil Service Police Unit are overcoming obstacles that occur in the implementation of policing. Conclusion This study proves that the Controlling of Alcoholic Beverages by the Public Service Police Unit in Garut Regency has been going quite well, but there are still inhibiting factors in the implementation of the control both directly and indirectly and also the lack of public awareness of the prohibition of Alcoholic Beverages in Garut Regency. Suggestions for the Civil Service Police Unit of Garut Regency to be even more active in carrying out outreach to the community regarding the ban on the circulation of Alcoholic Beverages in Garut Regency and periodically carry out control of Alcoholic Beverages.
