Abstract

ABSTRACT Problems/Background: This research originated from several problems of violence against children that occurred in Kendari City, which greatly impacted the performance of the agency. With limited personnel and several apparatuses who have competence, inadequate facilities and infrastructure, socialization that is not optimal and lack of knowledge, awareness, and differences in community understanding of the problem of violence in children, several factors can be assessed resulting in the performance of the Women's Empowerment Service and Child Protection of Southeast Sulawesi Province. Purpose: This study aims to obtain an overview of the performance of the Office of Women's Empowerment, Child Protection, Population Control and Family Planning in Southeast Sulawesi Province in dealing with violence against children in Kendari City and to find out the inhibiting factors and efforts made in overcoming violence in children in Kendari City. Methods: This study used a qualitative research design with descriptive methods and an inductive approach. Data was collected through interview, observation and documentation techniques. The data analysis technique used consisted of data reduction, data presentation and drawing conclusions. Results/Findings: The results of the study show that the Department of Empowerment and Child Protection of the Province of Southeast Sulawesi in carrying out their work has focused on the problem of child violence in Kendari City. However, what has happened is that the performance of the Office of Women's Empowerment and Child Protection has not paid more attention to the factors that support its performance, such as a lack of facilities and infrastructure, lack of public awareness of children's rights, and a lack of human resources. Conclusion: The performance of the Southeast Sulawesi Province Women's Empowerment and Child Protection Service cannot be said to be optimal because there are still several inhibiting factors at the Southeast Sulawesi Province PPPAKB Office that must be addressed first. Keywords: Performance, Violence, Child Protection ABSTRAK Permasalahan/Latar Belakang: Penelitian ini berawal dari beberapa permasalahan kekerasan pada anak yang terjadi di Kota Kendari, sehingga sangat berdampak pada kinerja dinas tersebut. Dengan adanya keterbatasan tenaga aparatur dan beberapa aparatur yang memiliki kompetensi, sarana dan prasarana yang kurang memadai, sosialisasi yang kurang optimal dan kurangnya pengetahuan, kesadaran, dan perbedaan pemahaman masyarakat terhadap permasalahan kekerasan pada anak menjadikan beberapa faktor yang dapat dinilai sehingga menghasilkan Kinerja Dinas Pemberdayaan Perempuan dan Perlindungan Anak Provinsi Sulawesi Tenggara.Tujuan: Penelitian ini bertujuan untuk memperoleh gambaran kinerja Dinas Pemberdayaan Perempuan, Perlindungan Anak, Pengendalian Penduduk dan Keluarga Berencana Provinsi Sulawesi Tenggara dalam mengatasi kekerasan pada anak di Kota Kendari serta mengetahui faktor penghambat dan upaya yang dilakukan dalam mengatasi kekerasan pada anak di Kota Kendari. Metode: Penelitian ini menggunakan desain penelitian kualitatif dengan metode deskriptif dan pendekatan induktif. Data dikumpulkan melalui teknik wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan terdiri dari reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukan bahwa Dinas Pemberdayaan dan Perlindungan Anak Provinsi Sulawesi Tenggara dalam menjalankan kinerjanya sudah terfokus kepada permasalahan kekerasan anak di Kota Kendari. Namun yang terjadi, kinerja Dinas Pemberdayaan Perempuan dan Perlindungan Anak belum memberikan perhatian lebih terhadap faktor yang mendukung kinerjanya tersebut seperti kurangnya sarana dan prasarana, kurangnya kesadaran masyarakat akan hak-hak anak, kurangnya tenaga SDM. Kendala ini diselesaikan dengan cara mengadakan sosialisasi dan mengoptimalkan pembangunan sarana dan prasarana. Kesimpulan: Kinerja Dinas Pemberdayaan Perempuan dan Perlindungan Anak Provinsi Sulawesi Tenggara belum bisa dikatakan maksimal karena masih terdapat beberapa faktor penghambat di Dinas PPPAKB Provinsi Sulawesi Tenggara yang mesti diatasi lebih dulu.
