Abstract
ABSTRACT Problem/Background (GAP): The author focuses on a series of Disaster Management activities. Fires in the South Barito area of Central Kalimantan Province become a serious threat when the dry climate arrives. One of the efforts taken by the South Barito Regency government is to form a team to monitor and control forest fires and land, in order to anticipate and prevent potential disasters. Purpose: To analyze and find out the supporting and inhibiting factors as well as the efforts of the BPBD of South Barito Regency in Fire Disaster Mitigation. Methodology: This study uses qualitative methods and is analyzed by Moeheriono's theory (2009). Techniques to collect data by observation, interviews and documentation with data analysis according to Miles and Hubberman (1992). Results/ Findings: The results of the study show that the performance of the Regional Disaster Management Agency in Mitigating Forest and Land Fires in South Barito Regency has fulfilled the performance theory according to Moeheriono (2009). However, there are still unexpected findings in the field, such as a lack of facilities and infrastructure and human negligence due to lack of awareness and a tendency to be apathetic. Conclusion: The performance of the Regional Disaster Management Agency is considered quite good because there is skills training for members of the Regional Disaster Management Agency but regarding facilities and infrastructure it is still lacking and needs to supplemented. Keywords: Forest Fire, Performance, Disaster ABSTRAK Permasalahan/ Latar Belakang (GAP) : Penulis berfokus pada serangkaian kegiatan Penanggulangan Bencana Kebakaran di daerah Barito Selatan Provinsi Kalimantan Tengah yang menjadi ancaman serius ketika iklim kemarau tiba, Salah satu Tindakan upaya yang dilakukan pemerintah Kabupaten Barito Selatan adalah dengan membentuk tim pengawas dan pengendali kebakaran hutandan lahan, dalam mengantisipasi dan mencegah terjadinya potensi bencana. Tujuan : Untuk menganalisis serta mengetahui faktor pendukung serta penghambat sekaligus upaya dari BPBD Kabupaten Barito Selatan dalam Mitigasi Bencana Kebakaran. Metodologi : Penelitian ini menggunakan metode kualitatif dan dianalisis dengan teori Moeheriono (2009). Teknik mengumpulkan data dengan Observasi, Wawancara dan Dokumentasi dengan analisis data menurut Miles and Hubberman (1992). Hasil/ Temuan : Hasil penelitian menunjukan bahwa Kinerja BPBD Dalam Mitigasi Kebakaran Hutan dan Lahan di Kabupaten Barito Selatan sudah memenuhi teori Kinerja menurut Moeheriono (2009). Namun, masih ada temuan yang tak terduga di lapangan, seperti kurangnya Sarana dan Prasarana serta kelalaian manusia karena kurang kesadaran dan cenderung bersikap apatis. Kesimpulan : Kinerja BPBD dinilai cukup baik karena adanya pelatihan keterampilan bagi BPBD tetapi mengenai sarana dan prasarananya masih kurang dan perlu dilengkapi Kata Kunci : Kebakaran Hutan, Kinerja, Bencana
