Abstract

ABSTRACT (In English): Problem Statement/Background (GAP): Sukoharjo regency has implemented Regional Regulation Number 5 of 2020 regarding the Arrangement and Empowerment of Street Vendors to accelerate order and spatial conduciveness with street vendors, but there are resistance efforts carried out by street vendors in the Satya Negara Square area by violating the implemented policy. Purpose: to evaluate the implementation of Sukoharjo District Regulation Number 5 Year 2020 on the Arrangement and Empowerment of Street Vendors applied in the Satya Negara Square area using the Bridgman & Davis (2002) concept which focuses on the aspects of policy input, process, output, and outcome. Method: this research is a qualitative method aimed at analyzing and describing an event that is studied comprehensively, systematically, factually, and accurately. Data collection in this research uses observation, interviews, and documentation techniques. Data analysis in this research uses the Miles and Huberman (2009) concept, namely data reduction, data presentation, conclusion, and data verification. Results: the research on the evaluation of the implementation of Sukoharjo District Regulation Number 5 Year 2020 on the Arrangement and Empowerment of Street Vendors applied in the Satya Negara Square area has not been running optimally. The process is considered ineffective and inefficient because the input is not optimal and the objective has not been fully achieved. The output is considered unsatisfactory, and the outcome cannot be comprehensively felt. Conclusion: it can be concluded that the policy applied in the location has not been fully running optimally considering that the policy input has not been maximally utilized, thus hindering the achievement of the expected policy objectives. Researchers suggest that the Sukoharjo district government can add and maximize the available budget and immediately develop innovative program breakthroughs so that the implemented policy can achieve the expected targets. Keywords: Arrangement, Empowerment, Evaluation, Street Vendors, Square ABSTRAK (in Bahasa): Permasalahan/Latar Belakang (GAP): Pemkab Sukoharjo telah menerapkan Perda Nomor 5 Ttahun 2020 tentang Penataan dan pemberdayaan PKL untuk mencipkatan ketertiban dan kondusifitas tata ruang kita dengan PKL, namun terdapat upaya resistensi yang dilakukan oleh PKL di kawasan ALun-alun Satya Negara dengan cara melanggar kebijakan yang diterapkan. Tujuan: untuk mengevaluasi pelaksanaan Peraturan Daerah Kabupaten Sukoharjo Nomor 5 Tahun 2020 Tentang Penataan dan Pemberdayaan Pedagang Kaki Lima yang diterapkan di kawasan Alun-alun Satya Negara dengan menggunakan konsep Bridgman & Davis (2002) yang berpatokan aspek input, process, output, dan outcome kebijakan. Metode: penelitian ini menggunakan metode kualitatif yang bertujuan untuk menganalisis dan menguraikan suatu peristiwa yang diteliti secara komperhensif, sistematis, faktual, dan akurat. Pengumpulan data dalam penelitian ini menggunakan teknik observasi, wawancara dan dokumentasi. Analisis data penelitian ini menggunakan konsep Miles dan Huberman (2009) yaitu reduksi data, penyajian data, simpulan dan verifikasi data. Hasil: penelitian terkait evaluasi pelaksanaan Peraturan Daerah Kabupaten Sukoharjo Nomor 5 Tahun 2020 Tentang Penataan dan Pemberdayaan Pedagang Kaki Lima yang diterapkan di Alun-alun Satya Negara belum berjalan optimal. Process dianggap belum efisien dan efektif sebab input belum optimal dan tujuan belum sepenuhnya tercapai. Output dinilai belum memuaskan serta outcome belum dapat dirasakan secara komperhensif. Kesimpulan: dapat disimpulkan bahwa kebijakan yang diterapkan di lokasi tersebut tersebut belum berjalan dengan optimal mengingat input kebijakan belum dapat digunakan secara maksimal sehingga menghambat pencapaian tujuan kebijakan yang diharapkan. Peneliti menyarankan agar Pemkab Sukoharjo dapat menambah dan memaksimalkan anggaran yang tersedia kemudian segera menyusun terobosan progam yang inovatif sehingga kebijakan yang dilaksanakan dapat mencapai target yang diharapkan.
