Abstract

Problem Statement/Background (GAP): The author focuses on problems that continue to occur related to violations of alcoholic beverages in Purbalingga Regency, where besides that a Regional Regulation has been formed which regulates the control and supervision of alcoholic beverages. Purpose: The purpose of this study is to find out how the enforcement of regional regulations in the control and supervision of alcoholic beverages by the Civil Service Police Unit in Purbalingga Regency. Method: This study uses qualitative research methods and descriptive methods on enforcement theory according to Soerjono Soekanto. Data collection techniques are carried out by using interview techniques, observation, and documentation. Result: The findings obtained by the authors in this study are that there are still many people who do not know and understand the existence of this regional regulation. Apart from that, there are also people who still sell alcoholic drinks, in addition to these sellers who have been caught in alcohol operations. Conclusion: Enforcement of regional regulations in the control and supervision of alcoholic beverages is still not running optimally because there are still many inhibiting factors both internal and external to the Satpol PP organization. Satpol PP is also the main actor in enforcing the local regulation. Therefore, to maximize the process of enforcing local regulations, it is recommended that Satpol PP increase human resources, facilities and infrastructure, and budget. Besides that, it is also necessary to hold socialization again to all people of Purbalingga Regency. Keywords: Enforcement, Regional Regency, Alcoholic Beverages ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan yang terus terjadi terkait adanya pelanggaran minuman beralkohol di Kabupaten Purbalingga, dimana disamping itu sudah dibentuk Peraturan Daerah yang mengatur tentang pengendalian dan pengawasan minuman beralkohol. Tujuan: Tujuan dari penelitian ini adalah mengetahui bagaimana Penegakan Peraturan Daerah dalam Pengendalian dan Pengawasan Minuman Beralkohol oleh Satuan Polisi Pamong Praja Kabupaten Purbalingga. Metode: Penelitian ini menggunakan metode penelitian kualitatif serta dengan metode deskriptif terhadap teori penegakan menurut Soerjono Soekanto. Teknik pengumpulan data dilakukan yaitu dengan menggunakan teknik wawancara, observasi, dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu masyarakat masih banyak yang belum mengetahui dan memahami adanya peraturan daerah ini. Selain itu juga masih terdapat masyarakat yang masih tetap menjual minuman beralkohol disamping penjual tersebut sudah pernah terjaring operasi miras. Kesimpulan: Penegakan peraturan daerah dalam pengendalian dan pengawasan minuman beralkohol masih belum berjalan maksimal karena masih ditemukan banyak faktor-faktor penghambat baik dari internal maupun eksternal organisasi Satpol PP. Satpol PP juga sebagai pemeran utama dalam penegakan perda tersebut. Oleh karena itu, untuk memaksimalkan proses penegakan perda, disarankan Satpol PP untuk meningkatkan sumber daya manusia, sarana dan prasarana, serta anggaran. Selain itu juga perlu untuk mengadakan sosialisasi kembali kepada seluruh masyarakat Kabupaten Purbalingga. Kata kunci: Penegakan, Peraturan Daerah, Minuman Beralkohol
