Abstract

Problem Statement/Background (GAP): In the Industrial Revolution 4.0, the Government is required to maximize the use of technology by transforming it for the better in public services to the community. Supported by Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems and the 2018- 2023 Sinjai Regency RPJMD, the Sinjai Regency Government is implementing innovation in digital-based public services in the form of a website, namely SMART KAMPUNG. Purpose: The purpose of this study was to identify and analyze the Implementation of the SMART KAMPUNG Digital-Based Public Service Program at the Informatics and Encryption Communication Service, Sinjai Regency, South Sulawesi Province, the inhibiting factors and the government's efforts to overcome obstacles. Merielle S. Grindle explained that there are two variables in policy implementation, namely the policy content and the implementation environment. Method: This study uses a qualitative descriptive method with an inductive approach. Data collection techniques through observation, interviews and documentation. Result: From the research it was found that the implementation of the SMART KAMPUNG program had been carried out but had not been carried out properly and of course there were still some obstacles/obstacles that occurred, this happened because of several factors that became obstacles such as uneven socialization, unstable networks, and sources of information. meager human resources. Conclusion: Therefore, it is necessary to hold a thorough socialization, collaboration with the PMD Service, and training for the community. Keywords: Implementation, Public Service, SMART KAMPUNG Permasalahan/Latar Belakang (GAP): Dalam Revolusi Industri 4.0, Pemerintah dituntut memaksimalkan penggunaan teknologi dengan bertransformasi menjadi lebih baik dalam pelayanan publik kepada masyarakat. Didukung melalui Peraturan Presiden Nomor 95 Tahun 2018 Tentang Sistem Pemerintahan Berbasis Elektronik dan RPJMD Kabupaten Sinjai Tahun 2018-2023 Pemerintah Kabupaten Sinjai menjalankan inovasi dalam pelayanan publik berbasis digital berbentuk website yaitu SMART KAMPUNG. Tujuan: Tujuan penelitian ini adalah untuk mengetahui dan menganalisis Implementasi Program Pelayanan Publik Berbasis Digital SMART KAMPUNG di Dinas Komunikasi Informatika dan Persandian Kabupaten Sinjai Provinsi Sulawesi Selatan, faktor penghambat serta upaya pemerintah untuk mengatasi hambatan. Merielle S. Grindle menjelaskan bahwa terdapat dua variabel dalam implementasi kebijakan yaitu isi kebijakan dan ligkungan implementasi. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Tekhnik pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil: Dari penelitian diperoleh hasil bahwa implementasi program SMART KAMPUNG telah dilaksanakan namun belum terlaksana dengan baik dan tentunya masih ada beberapa hambatan/kendala yang terjadi, hal ini terjadi karena adanya beberapa faktor yang menjadi penghambat seperti sosialisasi yang tidak merata, jaringan yang tidak stabil, dan sumber daya manusia yang seadanya. Kesimpulan: Oleh karena itu, perlu diadakan sosialisasi secara menyeluruh, Kerjasama dengan Dinas PMD, dan pelatihan kepada masyarakat. Kata Kunci: Implementasi, Pelayanan Publik, SMART KAMPUNG
