Abstract

ABSTRACT Problems/Background (GAP): licensing services at the Investment Service, One Stop Service and Manpower in Bulukumba Regency tend to be passive, this can be seen from the many complaints from the public, which are convoluted, there is no certainty of time, and facilities and infrastructure are still obstacles and obstacles they face by the Investment Service, One Stop Services and Manpower. Purpose: know and analyze the implementation of licensing application information system policies by the Investment Service, One-Stop Services and Labor in Bulukumba Regency through a theoretical perspective and a normative perspective. Method: using a research method that is Descriptive Qualitative. Results/Findings: based on research conducted by researchers at the research location shows that the implementation of licensing application information systems in improving the quality of licensing services in Bulukumba Regency based on indicators is considered good but there are still obstacles that occur. Obstacles that occur are the lack of understanding from the community regarding the SIAP application, inadequate human resources, inadequate facilities, Standard Operating Procedures that are felt convoluted, Networks and servers that often experience problems, and the lack of media owned by the community to access SIAP services. Conclusion: based on these obstacles, the Investment Service, One Stop Integrated Service has efforts, namely increasing socialization activities to policy targets, recruiting qualified human resources to improve the quality of licensing services, improving and enhancing the quality of infrastructure facilities, improving standard operating procedures so that they are not complicated , Directing people who do not have media to access SIAP services to come directly to the office so that they are served directly manually by the front office and Establish cooperation with third parties to improve the quality of licensing services.
