Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the issue of digital government urging the development of innovative Village Government Websites by the District Communication Office is the quality aspect of service management and its utilization as a medium of public information services regarding village administration. Purpose: The purpose of this research is to know and understand the innovation of the Srigati Website service as a source of information in development services and decision making in village government, to know and understand the obstacles faced by the Ngawi Regency Communication and Information Office in managing the "Srigati" Website, and to know what efforts are made by the Communication and Information Office in improving the quality of the Website in development and decision making technological developments to realize digital government. Method: The research method used is descriptive qualitative research and with data collection techniques using interviews, observation, and documentation. Result: From the research conducted by the author, the results obtained were that the Communication Office developed the "Srigati" Website as a Village Administration service website consisting of 2 developers and website builders (IT Experts), then 1 village apparatus trainer containing web-based services for Grudo village apparatus in Ngawi Regency towards a digital village. This training equips village officials with the knowledge and skills to fully manage previously inactive village sites. After the online training, participants understood and actively filled in news and other information needed in filling in the "Srigati" Website data under the guidance and direct leadership of the community service. The results of the activity show that the participants who are village officials can upload content to the Website themselves. Conclusion: The Ngawi Communication Office has implemented the digital government concept well. This is evident in efforts to streamline the performance of the Government system in Ngawi Regency such as the existence of the "Srigati" Website mobile application, which is a community administration service and progress in delivering information through digital media. However, in general, in determining various policies and outcomes, it is still not optimal in fully involving the community as users, including in terms of the lack of socialization carried out. This has resulted in a lack of consistency in the development of the Website, due to the limited competence of the Website Management personnel to provide some understanding to village officials to manage the "Srigati" Website. Keywords: Digital Governance Issues, Innovation, “Srigati” Website 2 ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada Isu Pemerintahan digital mendesak pengembangan inovasi Website Pemerintah Desa oleh Diskominfo Kabupaten adalah aspek kualitas manajemen pelayanan dan pemanfaatannya sebagai media pelayanan informasi publik mengenai administrasi desa. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan memahami inovasi layanan Website Srigati sebagai salah satu sumber informasi di layanan pembangunan dan pengambilan keputusan pada pemerintahan desa, mengetahui dan memahami kendala yang dihadapi oleh Dinas Kominfo Kabupaten Ngawi dalam pengelolaan Website “Srigati”, dan mengetahui upaya apa saja yang dilakukan Dinas Kominfo dalam meningkatkan kualitas Website di dalam pembangunan dan pengambilan keputusan perkembangan teknologi untuk mewujudkan digital government. Metode: Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif dan dengan teknik pengumpulan data menggunakan wawancara,, observasi, dan dokumentasi. Hasil/Temuan: Dari penelitian yang dilakukan oleh penulis, hasil yang diperoleh adalah Diskominfo mengembangkan Website “Srigati” sebagai website layanan Administrasi Desa yang terdiri dari 2 pengembang serta pembuat website (Ahli TI) ,lalu 1 pelatih perangkat desa yang memuat layanan berbasis web untuk perangkat desa Grudo Kabupaten Ngawi menuju desa digital. Pelatihan ini membekali aparat desa dengan pengetahuan dan keterampilan untuk mengelola secara penuh lokasi desa yang sebelumnya tidak aktif. Usai pelatihan daring, peserta paham dan aktif mengisi berita dan informasi lainnya yang diperlukan dalam pengisian data Website “Srigati” di bawah bimbingan dan pimpinan langsung dari pengabdian masyarakat. Hasil kegiatan menunjukkan bahwa para peserta yang merupakan perangkat desa dapat mengunggah sendiri konten ke Website. Kesimpulan: Diskominfo Ngawi telah menerapkan konsep digital government dengan baik. Hal ini terbukti dalam upaya mengefisienkan kinerja sistem Pemerintahan di Kabupaten Ngawi seperti adanya Aplikasi mobile Website “Srigati” yaitu layanan administrasi masyarakat dan kemajuan penyampaian informasi melalui media digital. Namun, secara umum dalam menentukan berbagai kebijakan dan luaran masih belum maksimal dalam melibatkan masyarakat secara penuh sebagai penggunanya, termasuk dalam hal kurangnya sosialisasi yang dilakukan. Hal ini mengakibatkan kurang nya konsistensi dalam pengembangan Website, Kendala keterbatasan kompetensi yang dimiliki oleh tenaga Pengelola Website untuk memberikan beberapa pemahaman kepada perangkat desa untuk mengelola Website “Srigati”.
