Abstract

ABSTRACT Problems/Background :This research is entitled IMPLEMENTATION OF THE POLICY OF GIVING HONORARIUM FOR NON PNS EDUCATORS IN INCREASING THE QUALITY OF EARLY CHILDREN EDUCATION IN SARIO DISTRICT, MANADO CITY. Purpose : of this study is to collect data and then analyze it to obtain results that can provide an overview of the Implementation of the Honorarium Award Policy for non-PNS educators by outlining what factors are the obstacles, as well as the efforts made in overcoming these factors. the inhibitor. The theory used to analyze and answer the problem is the policy implementation theory of Merilee S. Grindle. There are two dimensions that can determine the success of a policy implementation, namely the content of the policy and the context of the policy. Methods : The research design used in this research is qualitative research using descriptive methods and inductive approaches. Data collection techniques by means of interviews, observation, and documentation. The data that has been collected is then analyzed starting from data reduction, data presentation, and drawing conclusions. The research was conducted at the Education and Culture Office of Manado City. Result : From the results of this study, it can be concluded that the implementation of the Honorarium Award Policy for Non-PNS Educators has been carried out. However, there are still obstacles in implementing this policy, namely a lack of funds, competent human resources and a lack of public awareness. Conclusion : For this reason, researchers provide suggestions to be able to rearrange funds from the City APBD and make more efforts to increase community resources with socialization and recruitment of competent staff. . Keywords: Implementation, Honorarium, Educators, Quality 1 ABSTRAK Permasalahan/Latar Belakang (GAP):Penelitian ini berjudul IMPLEMENTASI KEBIJAKAN PEMBERIAN HONORARIUM BAGI TENAGA PENDIDIK NON PNS DALAM MENINGKATAN MUTU PENDIDIKAN ANAK USIA DINI DI KECAMATAN SARIO KOTA MANADO. Tujuan : Maksud dari penelitian ini adalah untuk mengumpulkan data dan kemudian dianalisis untuk memperoleh hasil yang dapat memberikan gambaran tentang Implementasi Kebijakan Pemberian Honorarium bagi tenaga pendidik non PNS dengan menguraikan faktor-faktor apa saja yang menjadi penghambat, serta upaya-upaya yang dilakukan dalam mengatasi faktor-faktor penghambat tersebut. Teori yang digunakan untuk menganalisis dan menjawab permasalahan adalah teori implementasi kebijakan Merilee S. Grindle. Terdapat dua dimensi yang dapat menentukan keberhasilan suatu implementasi kebijakan, yaitu isi kebijakan dan konteks kebijakan. Metode :Desain penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan menggunakan metode deskriptif dan pendekatan induktif. Teknik pengumpulan data dengan cara wawancara, observasi, dan dokumentasi. Data-data yang telah terkumpul lalu dianalisis mulai dari reduksi data, penyajian data, dan penarikan kesimpulan. Penelitian dilaksanakan di Dinas Pendidikan dan Kebudayaan Kota Manado. Hasil/Temuan :Dari hasil penelitian ini, dapat disimpulkan bahwa impIementasi Kebijakan Pemberian Honorarium Bagi Tenaga Pendidik Non PNS ini telah terlaksana. Namun masih ada hambatan-hambatan dalam pelaksanaan kebijakan tersebut, yaitu kurangnya dana, sumber daya manusia yang kompeten dan kurangnya kesadaran masyarakat.Kesimpulan :Untuk itu, peneliti memberikan saran untuk bisa mengatur kembali dana dari APBD Kota serta lebih berupaya dalam meningkatkan sumber daya masyarakat dengan adanya sosialisasi maupun rekrutmen tenaga yang kompeten. .
