Abstract
ABSTRACT Problem Statement/Background (GAP): As a government apparatus, the State Civil Apparatus (ASN) is obliged to have work discipline and reliable service to the public, because this discipline and good service are the basis for a Civil Servant to have the expected performance. The problem raised in this research is how to implement the discipline of the State Civil Apparatus (ASN) at the Human Resources Development Agency of Bengkulu Province based on Government Regulation of the Republic of Indonesia number 94 of 2021 concerning PNS discipline, what are the obstacles in implementing the discipline of the State Civil Apparatus (ASN) at the Bengkulu Province Human Resources Development Agency based on Government Regulation of the Republic of Indonesia number 94 of 2021 concerning PNS discipline, and how to overcome obstacles in implementing State Civil Apparatus (ASN) discipline at the Bengkulu Provincial Human Resources Development Agency based on Government Regulations number 94 of 2021 concerning civil servant discipline. Purpose: The purpose of this study was to find out the implementation of ASN disciplinary enforcement at the Bengkulu Province Human Resource Development Agency, to find out the obstacles and how to overcome the implementation of ASN discipline in the Bengkulu Province Human Resource Development. Method: The research design used is qualitative with a descriptive method with an inductive approach. Result: The results of the research show that Government Regulation Number 94 of 2021 has been implemented at the Human Resources Development Agency of Bengkulu Province, but disciplinary violations are still found, obstacles in enforcing discipline are lack of supervision, lack of facilities and infrastructure, and the fading of employee discipline. Efforts to improve employee discipline are still being carried out in an effort to uphold ASN discipline. To Resolve this problem BPSDM Bengkulu Province should hold socialization of regulations related to discipline, improve internet networks, and hold employee mental development workshops. Conclusion: Based on the results of this study, it can be concluded that the enforcement of the discipline of the state civil apparatus at the Bengkulu Province Human Resource Development Agency has been quite effective, as can be seen from the regulations that have been enforced by the relevant agencies, but there are still unscrupulous employees who violate these regulations. Keywords: effective, discipline, State Civil Apparatus ABSTRAK Permasalahan/Latar Belakang (GAP): Sebagai aparatur pemerintahan maka Apratur Sipil Negara (ASN), wajib memilki yang namanya disiplin kerja, dan pelayanan kepada publik yang dapat diandalkan, karena disiplin dan pelayanan yang baik ini adalah dasar bagi seorang Pegawai Negeri Sipil untuk memiliki kinerja yang diharapkan. Masalah yang di angkat di dalam penelitian ini adalah bagaimana pelaksanaan disiplin Aparatur Sipil Negara (ASN) di Badan Pengembangan Sumber Daya Manusia Provinsi Bengkulu berdasarkan Peraturan Pemerintah Republik Indonesia nomor 94 tahun 2021 tentang disiplin PNS, bagaimana kendala-kendala dalam pelaksanaan disiplin Aparatur Sipil Negara (ASN) di Badan Pengembangan Sumber Daya Manusia Provinsi Bengkulu berdasarkan Peraturan Pemerintah Republik Indonesia nomor 94 tahun 2021 tentang disiplin PNS, dan bagaimana cara mengatasi kendala- kendala dalam pelaksanaan disiplin Aparatur Sipil Negara (ASN) di Badan Pengembangan Sumber Daya Manusia Provinsi Bengkulu berdasarkan Peraturan Pemerintah nomor 94 tahun 2021 tentang disiplin PNS. Tujuan: Tujuan penelitian ini adalah untuk mengetahui pelaksanaan penegakan disiplin ASN di Badan Pengembangan Sumber Daya Manusia Provinsi Bengkulu, untuk mengetahui kendala dan cara mengatasi pelaksanaan disiplin ASN di Pengembangan Sumber Daya Manusia Provinsi Bengkulu. Metode: Desain penelitian yang digunakan adalah kualitatif dengan metode deskriptif dengan pendekatan induktif. Hasil/Temuan: penelitian menunjukkan bahwa Peraturan Pemerintah Nomor 94 Tahun 2021 sudah diterapkan di Badan Pengembangan Sumber Daya Manusia Provinsi Bengkulu, namun masih ditemukan pelanggaran disiplin, kendala dalam penegakan disiplin adalah kurangnya pengawasan, kurangnya fasilitas sarana dan prasana, dan lunturnya kedisplinan pegawai. Upaya untuk membenahi disiplin pegawai masih terus dilakukan dalam upaya menegakkan disiplin ASN. Untuk Mengatasi BPSDM Provinsi Bengkulu sebaiknya mengadakan sosialisasi peraturan terkait disiplin, perbaikan jaringan internet, dan mengadakan workshop pembinaan mental pegawai. Kesimpulan: Berdasarkan hasil dari penelitian ini, dapat disimpulkan bahwa penegakan disiplin aparatur sipil negara di badan pengembangan sumber daya manusia provinsi bengkulu sudah cukup efektif, terlihat dari peraturan yang sudah di tegakkan oleh instansi terkait, namun masih saja ada oknum pegawai yang melanggar peraturan tersebut.
