Abstract

ABSTRACT Problem Statement/Background (GAP): Digital technology (TD) is a broad term for technologies that assist people in generating, modifying, storing, communicating, and distributing information. Information technology is not only important as an electronic-only (read: Understanding communication) tool, but is an important tool for coordinating and filing important business documents. Purpose: The purpose of this study is to find out the Management of Utilization of the E-Perda Website for the Implementation of the DPRD Legislative Functions for the 2019-2024 Period of East Java Province and to find out the obstacles faced by the Secretariat of the Council in using the E-Perda website and also efforts to overcome the problems that occur . Method: The research method used is a qualitative method, namely answering a problem in depth in the context of the time and situation in question, in accordance with objective conditions in the field and the type of research used is descriptive qualitative, namely describing objects in the present qualitatively data obtained from study. The data sources used are primary data sources and secondary data sources with 4 informants. Data collection techniques using the method of observation, interviews and documentation. The data analysis technique used is data reduction, data presentation and conclusion. Results/Findings: The results of the study show that (a) Website management according to process indicates that the use of the E-Perda website is increasing. (b) Management of the website according to the method, shows that the existence of the E-Perda website increases the effectiveness of the bureaucracy. (c) Management of the website according to actions, shows mutual respect and respect between the legislature and the needs of the community. (d) Website management according to organizational goals shows that the Secretariat of the East Java Provincial Council is more effective in managing legal products. Conclusion: The management of the use of the E-Perda website in the scope of East Java Province has fulfilled aspects of the development of an information system. Keywords: Legislative Functions, Utilization, Website Management 2 ABSTRAK Permasalahan/Latar Belakang (GAP): Teknologi digital (TD) adalah istilah luas untuk teknologi yang membantu orang dalam menghasilkan, memodifikasi, menyimpan, mengomunikasikan, dan mendistribusikan informasi. Teknologi informasi tidak hanya penting sebagai alat komunikasi (baca: Memahami komunikasi) hanya elektronik, tetapi merupakan alat penting untuk mengoordinasikan dan mengarsipkan dokumen bisnis penting. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui Pengelolaan Pemanfaatan Website E-Perda terhadap Pelaksanaan Fungsi Legislasi DPRD Periode 2019-2024 Provinsi Jawa Timur dan untuk mengetahui kendala yang dihadapi oleh Sekretariat Dewan dalam penggunaan website E-Perda dan juga upaya dalam mengatasi permasalahan yang terjadi. Metode: Metode penelitian yang digunakan adalah metode kualitatif yaitu menjawab sebuah permasalahan secara mendalam dalam konteks waktu dan situasi yang bersangkutan, sesuai dengan kondisi objektif di lapangan dan adapun tipe penelitian yang digunakan adalah deskriptif kualitatif yaitu menggambarkan objek pada masa sekarang secara kualitatif data yang diperoleh dari penelitian. Sumber data yang digunakan adalah sumber data primer dan sumber data sekunder dengan jumlah informan 4 orang. Teknik pengumpulan data menggunakan metode observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa (a) Pengelolaan website menurut proses, menunjukkan bahwa Penggunaan website E-Perda semakin meningkat. (b) Pengelolaan website menurut cara, menunjukkan bahwa adanya website E-Perda meningkatkan efektivitas birokrasi. (c) Pengelolaan website menurut menurut perbuatan, menunjukkan bahwa saling menghormati dan menghargai antara legislative dan kebutuhan masyarakat. (d) Pengelolaan website menurut tujuan organisasi menunjukkan bahwa Sekretariat Dewan Provinsi Jawa Timur lebih efektif dalam mengelola produk hukum.Kesimpulan: Pengelolaan pemanfaatan website E-Perda di lingkup Provinsi Jawa Timur sudah memenuhi aspek pengembangan suatu sistem informasi.
