Abstract

ABSTRACT Problem Statement/Background (GAP): The slow digital transformation of local government is currently the focus of the author's problem, where from the point of view of the governance of the Southeast Aceh district, much is still manual and has not utilized information and communication technology. Purpose: The aim of this study is to determine the readiness of the Regional Government in implementing an electronic-based government system in the Aceh Tenggara district. Method: The method used is a qualitative research method with a descriptive approach. To obtain data, researchers use primary data sources and secondary data and this research is expected to be able to convey the required data clearly. Data collection techniques through interviews and documentation. Results/Findings: The findings obtained by the authors in this study are that the successful elements of implementing e-government which include support, capacity, value have not been fulfilled by the local government in implementing an Electronic-Based Government System so far there are only a few digital services that can be felt by the public, namely PPID and Pemkab Website. Conclusion: The Regional Government of Southeast Aceh District through the Southeast Aceh Regency Diskominfo is considered not to have proper readiness to implement an Electronic-Based Government System in the area. This can be assessed based on the theory used, it is proven that there is no support, political will and commitment from the local government to implement the system. Then in terms of capacity, namely Human Resources (HR), Budget, and Inadequate Infrastructure in the area. With such results, the Southeast Aceh District Government should first focus on the support and commitment of the leadership and prepare competent human resources, sufficient finance and complete technological infrastructure.. ABSTRAK Permasalahan/Latar Belakang (GAP): Transformasi digital yang lambat pada pemerintahan daerah saat ini menjadi fokus permasalasan penulis, dimana dari segi penyelenggaraan pemerintahan kabupaten Aceh Tenggara masih banyak bersifat manual dan belum memanfaatkan teknologi informasi dan komunikasi. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui kesiapan Pemerintah Daerah dalam rangka menerapkan sistem pemerintahn berbasis elektronik pada kabupaten Aceh Tenggara. Metode: Metode yang digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif. Untuk mendapatkan data, peneliti menggunakan sumber data primer dan data sekunder serta penelitian ini diharapkan mampu menyampaikan data yang dibutuhkan dengan jelas. Teknik pengumpulan data melalui wawancara dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu elemen sukses penerapan e-goverment yang meliputi support, capacity, value belum dapat terpenuhi oleh pemerintah setempat dalam menerapkan Sistem Pemerintahan Berbasis Elektronik sejauh ini hanya ada beberapa layanan digital yang dapat dirasakan oleh masyarakat yaitu PPID dan Website Pemkab. Kesimpulan: Pemerintah Daerah Kabupaten Aceh Tenggara melalui Diskominfo Kabupaten Aceh Tenggara dinilai belum memiliki kesiapan yang layak untuk menerapkan Sistem Pemerintahan Berbasis Elektronik di daerah tersebut. Hal tersebut dapat dinilai berdasarkan teori yang digunakan terbukti bahwa belum adanya dukungan, kemauan politik dan komitmen yang dari pemerintah setempat untuk menerapkan sistem tersebut. Kemudian dari segi kapasitas, yaitu Sumber Daya Manusia (SDM), Anggaran, dan Infrastruktur yang belum memadai di daerah tersebut. Dengan hasil seperti itu, Pemerintah Kabupaten Aceh Tenggara sebaiknya terlebih dahulu untuk fokus kepada dukungan dan komitmen pimpinan serta mempersiapkan SDM yang berkomptensi, finansial yang cukup, dan infrastruktur teknologi yang lengkap.
