Abstract

ABSTRACT Background: This research is entitled "Implementation of Regional Regulation No. 7 of 2015 concerning Handling Homeless People in the Social Service of Pangkalpinang City". The problems that occur are limited budgets as well as a lack of self-awareness and a feeling of laziness that is embedded in the homeless. Purpose: this study aims to describe the implementation of regional regulation Number 7 of 2015 in reducing the number of homeless people in Pangkalpinang City as well as the inhibiting factors and efforts of the Social Service in carrying out its implementation. Method: This study uses a qualitative method that is descriptive with an inductive approach to make a clear and systematic and accurate description based on facts in the field. Result: results of this study indicate that the implementation of Regional Regulation Number 7 of 2015 concerning the prevention of homelessness in the Pangkalpinang City social service based on Edward III's theory with indicators of communication, resources, disposition and bureaucratic structure has not been optimal because there are still inhibiting factors related to implementing resources and facilities and infrastructure. Conclusion: Pangkalpinang City Social Service optimizes existing facilities and infrastructure and coordinates with relevant local officials and law enforcement in enforcing regional regulation Number 7 of 2015 concerning the prevention of homeless people in Pangkalpinang City. Keywords: Implementation, LocalRegulations, Homeless ABSTRAK Latar Belakang: Penelitian ini berjudul “Implementasi Peraturan Daerah Nomor 7 Tahun 2015 Tentang Penanggulangan Gelandangan Dalam Mensejahterakan Masyarakat Di Dinas Sosial Kota Pangkalpinang”. Permasalahan yang terjadi berupa terbatasnya anggaran maupun kurangnya kesadaran diri dan rasa malas yang tertanam dalam diri gelandangan. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan Implementasi perda Nomor 7 Tahun 2015 dalam menekan jumlah gelandangan di Kota Pangkalpinang serta faktor penghambat dan upaya Dinas Sosial dalam pelaksanaan implementasinya. Metode: Penelitian ini menggunakan metode kualitatif yang bersifat deskriptif dengan pendekatan induktif untuk membuat gambaran secara jelas dan sistematis serta akurat berdasarkan fakta dilapangan. Hasil: Penelitian ini menunjukkan bahwa implementasi Peraturan Daerah Nomor 7 Tahun 2015 tentang penanggulangan gelandangan di dinas sosial Kota Pangkalpinang berdasarkan teori Edward III dengan indikator komunikasi, sumber daya, disposisi dan struktur birokrasi berjalan belum optimal karena masih terdapat faktor penghambat yang berkaitan dengan sumber daya pelaksana serta sarana dan prasarana. Kesimpulan: Dinas Sosial Kota Pangkalpinang mengoptimalkan sarana dan prasarana yang ada serta melakukan koordinasi dengan perangkat daerah dan penegak hukum terkait dalam menegakkan perda Nomor 7 Tahun 2015 tentang penganggulangan gelandangan di Kota Pangkalpinang.
