Abstract

Problem Statement/Background (GAP): The dynamics of women's representation in every election always occurs both at the central and regional levels. The 2019-2024 DPRD General Election in Ngada Regency, East Nusa Tenggara Province, shows the lack of female representation. The only one female legislative candidate elected in the election activity was one out of 109 female candidates registered in the Permanent Candidate List with a representation percentage of 4% who had not been able to reach the 30% mark as mandated by law. Purpose: This study aims to formulate inhibiting factors and strategies of political parties to increase women's representation in the 2024 legislative election in Ngada Regency, East Nusa Tenggara Province. Method: This study uses qualitative descriptive methods and uses the concept of neo-ibuism as an analysis knife. Results: The results obtained from this study are the existence of inhibiting factors that cause political parties to have difficulty in increasing women's representation. These factors include, the low interest of women to enter politics which is influenced by the cultural system of the Ngada community, the economic conditions of female politicians and the process of regeneration of members by political parties that have not been maximized. The strategy used by political parties to increase women's representation in the 2024 elections runs in accordance with the concept of neo-ibuism. Conclusion: The political party strategy that will be used by the PKB and Nasdem parties in increasing women's representation in the Ngada Regency DPRD in the 2024 elections is to form a patronage-based success team, utilize political party networks, and women-centered approaches by political parties. ABSTRAK Permasalahan/ Latar Belakang (GAP): Dinamika angka keterwakilan perempuan dalam setiap gelaran Pemilu selalu terjadi baik ditingkat pusat maupun ditingkat daerah. Pemilihan Umum Anggota DPRD Periode 2019-2024 di wilayah Kabupaten Ngada Provinsi Nusa Tenggara Timur menunjukan minimnya jumlah keterwakilan perempuan. Calon legislatif perempuan yang terpilih dalam kegiatan pemilu tersebut hanyalah sebanyak satu orang saja dari 109 caleg perempuan yang terdaftar dalam Daftar Caleg Tetap dengan presentase keterwakilan sebesar 4% belum mampu mencapai angka 30% seperti yang diamanatkan oleh undang-undang. Tujuan : Penelitian ini bertujuan untuk merumuskan faktor penghambat dan strategi partai politik untuk meningkatkan keterwakilan perempuan pada pemilu legislatif tahun 2024 di Kabupaten Ngada Provinsi Nusa Tenggara Timur. Metode : Penelitian ini menggunakan metode deskripstif kualitatif dan menggunakan konsep neo-ibuisme sebagai pisau analisanya. Hasil/ Temuan : Hasil yang diperoleh dari penelitian ini adalah adanya faktor penghambat yang menyebabkan partai politik mengalami kesulitan dalam meningkatkan keterwakilan perempuan. Faktor-faktor tersebut meliputi, rendahnya minat perempuan untuk memasuki dunia politik yang dipengaruhi oleh sistem budaya masyarakat Ngada, kondisi ekonomi para politisi perempuan dan proses kaderisasi anggota oleh partai politik yang belum maksimal. Strategi yang digunakan oleh parpol untuk meningkatkan keterwakilan perempuan pada pemilu tahun 2024 berjalan sesuai dengan konsep neo-ibuisme. Kesimpulan : Strategi partai politik yang akan digunakan oleh partai PKB dan Partai Nasdem dalam meningkatkan keterwakilan perempuan di DPRD Kabupaten Ngada pada pemilu tahun 2024 yaitu membentuk tim sukses berbasis patronase, memanfaatkan jaringan partai politik , serta pendektan yang berpusat pada perempuan oleh partai politik.
