Abstract

ABSTRACT Problem Statement/Background (GAP): This research is focused on the problem of the effectiveness of family planning services at the Department of Population Control and Family Planning of North Central Timor Regency by including the factors that hinder and support the effectiveness of family planning services at the Office of Population Control and Family Planning of North Central Timor Regency. Family planning program services to the community sometimes have weaknesses so that people's understanding becomes less and services do not reach all areas. Purpose: The purpose of the research was to find out and analyze the effectiveness of family planning program services and the inhibiting factors as well as the efforts made by the Department Population Control and Family Planning Service in overcoming obstacles that occurred in family planning program services in North Central Timor District. Method: This study used qualitative method with a descriptive approach. Data collection techniques are interviews, observation and documentation. Results: The findings are the Effectiveness of Family Planning Program Services at the Department Population Control and Family Planning Office of North Central Timor District is not effective enough because it has several obstacles such as very binding customs, a lack of field officers and a lack of budget. Conclusion: Researchers recommend good coordination with regional leaders so that adequate budgets can be provided and the addition of field officers to improve service for the better. Keywords: Effectiveness, Service, Family Planning Program ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini difokuskan pada masalah efektivitas pelayanan KB di Dinas Pengendalian Penduduk dan KB Kabupaten Timor Tengah Utara dengan memasukkan faktor-faktor yang menghambat dan mendukung efektivitas pelayanan KB di Dinas Pengendalian Penduduk dan Keluarga Berencana Kabupaten Timor Tengah Utara. Pelayanan program KB kepada masyarakat terkadang memiliki kelemahan sehingga pemahaman masyarakat menjadi kurang dan pelayanan tidak menjangkau semua daerah. Tujuan: Tujuan penelitian adalah untuk mengetahui dan menganalisis efektivitas pelayanan program KB dan faktor penghambatnya serta upaya yang dilakukan oleh Dinas Pengendalian Kependudukan dan Pelayanan KB dalam mengatasi hambatan yang terjadi dalam pelayanan program KB di Kabupaten Timor Tengah Utara. Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data adalah wawancara, observasi dan dokumentasi. Hasil/Temuan: Temuan dari penelitian yang dilakukan yaitu Efektivitas Pelayanan Program KB di Dinas Pengendalian Kependudukan dan Dinas Keluarga Berencana Kabupaten Timor Tengah Utara kurang efektif karena memiliki beberapa kendala seperti adat istiadat yang sangat mengikat, kurangnya petugas lapangan dan kekurangan anggaran. Kesimpulan: Peneliti merekomendasikan koordinasi yang baik dengan pimpinan daerah agar dapat disediakan anggaran yang memadai dan penambahan petugas lapangan untuk meningkatkan pelayanan menjadi lebih baik.
