Abstract

Abstrak Penerapan teknologi informasi sudah menjalar dan memasuki semua lini kehidupan masyarakat tak terkecuali dalam dunia pemerintahan. Internet of Things, Artifical Intelegence dan Teknologi Mobile selalu berusaha untuk dikembangkan oleh pemerintah baik pemerintah pusat maupun pemerintah pusat maupun pemerintah daerah. Pemerintah Kabupaten Kulon Progo sebagai salah satu dari 100 smart city di Indonesia yang sudah diproyeksikan oleh Kementerian Komunikasi dan Informatika sehingga penerapan E-Government semakin menjadi prioritas utama untuk diterapkan di Kabupaten Kulon Progo. Chatbot WhatsApp adalah perkembangan teknologi dari Artifical Intelegence atau kecerdasan buatan yang mensimulasikan percapakan antar manusia secara otomatis. Kabupaten Kulon Progo memiliki peluang besar untuk dapat menerapkan Chatbot WhatsApp karena mayoritas masyarakatnya sudah menggunakan WhatsApp untuk media komunikasi antar masyarakat. Tujuan penelitian ini adalah mengetahui kebutuhan masyarakat untuk kemudian disesuaikan dengan tugas pokok dan fungsi kapanewon dan dukungan dari pemerintah kabupaten sehingga terciptanya sebuah prototype yang matang dan siap untuk di aplikasikan. Peneliti menggunakan teori Metode Prototype dari pressman untuk yang membagi perancangan menjadi 4 bagian yaitu communication, Modelling quick plan and quick design, construction of prototype dan Deployment and feedback. Penelitian ini menggunakan desain penelitian Kualitatif deskriptif untuk menjelaskan setiap proses dalam perancangan prototype Chatbot. Hasil penelitian menunjukkan prototype chatbot dibutuhkan oleh setiap masyarakat kabupaten kulon progo, Pemerintah juga mendukung penuh terhadap penerapan Chatbot ini kedepannya. Kata Kunci : Prototype, Chatbot, WhatsApp   Abstact The application of information technology has spread and entered all lines of people's lives, including in the world of government. Internet of Things, Artificial Intelligence and Mobile Technology are always trying to be developed by the government, both the central government and the central government and local governments. The Government of Kulon Progo Regency as one of the 100 smart cities in Indonesia that has been projected by the Ministry of Communication and Informatics so that the implementation of E-Government is increasingly becoming a top priority for implementation in Kulon Progo Regency. The WhatsApp chatbot is a technological development from Artificial Intelligence that simulates conversations between humans automatically. Kulon Progo Regency has a great opportunity to be able to implement the WhatsApp Chatbot because the majority of its people already use WhatsApp as a medium of communication between communities. The purpose of this study was to find out the needs of the community and then adapt it to the main tasks and functions of the Kapanewon and support from the district government so that a mature prototype was created and ready to be applied. The researcher uses the theory of the Prototype Method from the pressman which divides the design into 4 parts, namely communication, Modeling quick plans and quick designs, construction of prototypes and Deployment and feedback. This study uses a descriptive qualitative research design to explain each process in designing the Chatbot prototype. The results of the study show that a chatbot prototype is needed by every community in Kulon Progo Regency, the government also fully supports the implementation of this chatbot in the future.
