Abstract

ABSTRAK Penyaluran bantuan logistik adalah penyaluran bantuan di bidang kemanusiaan yang terkena bencana yang berkaitan dengan seluruh kegiatan perencanaan, pelaksanaan, pengontrolan alur bantuan, penyaluran barang pada korban dengan memanfaatkan sumber daya yang tersedia. Pada saat tanggap darurat bencana penyaluran bantuan logistik mempunyai peran penting, penyaluran bantuan logistik dikecamatan Kota Bahagia masih tergolong lambat sehingga dapat menyebabkan resiko bencana akan semakin tinggi yang berbanding lurus dengan angka kematian korban bencana. Penelitian yang peneliti lakukan bertujuan untuk mengetahui dan menganalisis serta merumuskan strategi Dinas Sosial dalam penyaluran bantuan logistik bencana banjir dikecamatan Kota Bahagia Kabupaten Aceh Selatan dengan menggunakan Teknik analisis SWOT agar terlaksana dengan efektif, cepat, tanggap dan tepat sasaran. Peneliti menggunakan desain penelitian kualitatif dengan metode deskriptif dan pendekatan induktif dan melalui proses wawancara disertai observasi langsung. Informan dalam penelitian ini peneliti pilih melalui teknik purposive sampling, yaitu Kepala Dinas Sosial Aceh Selatan, Kepala Bidang Perlindungan dan Jaminan Sosial, Petugas Gudang Bidang Logistik Dinas Sosial, Camat Kota Bahagia, Tagana Kecamatan Kota Bahagia, dan masyarakat Kecamatan Kota Bahagia. Berdasarkan hasil penelitian, Strategi Dinas Sosial dalam penyaluran bantuan logistik bencana banjir di Kecamatan Kota Bahagia Kabupaten Aceh Selatan sudah dilaksanakan dengan baik dan hanya perlu dilakukan pengoptimalan dalam setiap langkah dan prosesnya. Hal ini dapat dilihat dari Sumber Daya Manusia, sarana dan prasarana yang belum memadai dan ketebatasan anggaran dalam pemenuhan segala kebutuhan logistik kebencanaan, terlepas dari itu Dinas Sosial Kabupaten Aceh Selatan mengusahakan yang terbaik dalam segala aspek keterbatasan. Untuk tetap mencapai target dan cepatnya bantuan logistik sampai kepada masyarakat korban yang membutuhkan. Kata Kunci: Strategi, Logistik, Banjir ABSTRACT The distribution of logistical assistance is the distribution of assistance in the humanitarian field affected by disasters related to all activities of planning, implementing, controlling the flow of assistance, distributing goods to victims by utilizing available resources. At the time of the disaster emergency response, the distribution of logistical assistance has an important role, the distribution of logistical assistance in the Kota Bahagia sub-district is still relatively slow so that it can cause the risk of disasters to be higher which is directly proportional to the death rate of disaster victims. The research that the researchers conducted aims to find out and analyze and formulate a strategy for the Social Service in distributing logistical assistance for flood disasters in the Kota Bahagia sub-district of South Aceh Regency using the SWOT analysis technique so that it is carried out effectively, quickly, responsively and on target. Researchers used a qualitative research design with descriptive methods and inductive approaches and through an interview process accompanied by direct observation. The informants in this study were selected by purposive sampling technique, namely the Head of the South Aceh Social Service, the Head of the Social Protection and Security Division, the Social Service Logistics Warehouse Officer, the Kota Bahagia Sub-District Head, the Tagana of Kota Bahagia Sub-District, and the people of Kota Bahagia Sub- District. Based on the results of the research, the Social Service Strategy in distributing flood disaster logistics assistance in Kota Bahagia District, South Aceh Regency has been implemented well and only needs to be optimized in every step and process. This can be seen from Human Resources, inadequate facilities and infrastructure and budget constraints in fulfilling all disaster logistics needs, regardless of that the South Aceh Regency Social Service is trying its best in all aspects of limitations.
