Abstract

ABSTRAK Penelitian mengenai Pelaksanaan Program Desa Pemilu dan Pemilihan dalam Meningkatkan Partisipasi Politik di Kecamatan Kubu Kabupaten Karangasem mengenai partisipasi politik begitu penting sebagai kerangka untuk menggerakkan demokrasi pada suatu negara. Partisipasi sebagai indikator baiknya kegiatan negara dengan sistem demokrasi. Demokrasi yang dikenal dengan esensi pemerintah dari rakyat, oleh rakyat, dan untuk rakyat sehingga keterlibatan rakyat dalam giat negara seperti mengambil putusan kebijakan dalam menyelesaikan suatu masalah. Dengan program DP3 (Desa Peduli Pemilu dan Pemilihan) sebagai program dari Kesbangpol Kabupaten Karangasem Provinsi Bali untuk meingkatkan partispasi politik di Kecamatan Kubu sebagai salah satu kecamatan yang tingkat partisipasi politik terendah di Kabupaten Karangsem. Tujuan dari penelitian ini, adalah mengetahui pelaksanaan program DP3 di Kecamatan Kubu, faktor penghambat dalam pelaksanaan program, dan upaya yang dilakukan oleh Kesbangpol Kabupaten Karangasem dalam pelaksanaan program. Dengan metode kualitatif yang berdasar pada peneliti sebagai instrumen penelitian dengan teknik pengumpulan data yang terdiri dari wawancara, observasi, dan dokumentasi. Adapun hasil dari penelitian yang berdasar pada teori implementasi oleh George Edward III bahwasanya komunikasi yang baik dengan karakteristik disposisi serta sumber daya yang tersedia dan struktur birokrasi sebagai penentu keberhasilan program DP3 di Kecamatam Kubu oleh Kesbangpol Kabupaten Karangasem. Fakta di lapangan bahawasanya sosialisasi dan pendidikan politik sebagai wadah yang efektif dan efisien untuk menumbuhkembangan partisipasi politik pada masyarakat Kecamatan Kubu. Dapat ditarik kesimpulan bawhasanya koordinasi penting dengan masyarakat sehingga melalui pemanfaatan media sosial dapat menjangkau masyarakat lebih dekat dalam melaksanakan pendidikan politik untuk meingkatkan partisipasi politik Kata Kunci: DP3; Kesbangpol Kabupaten Karang Asam; Partisipasi Politik ABSTRACT Research on the Implementation of the Village Elections and Elections Program in Increasing Political Participation in Kubu District, Karangasem Regency regardingpolitical participation is very important as a framework for driving democracy in a country. Democracy is known for the essence of government from the people, by the people, and for the people so that people's involvement in the state activity is like taking policy decisions in solving a problem. With the DP3 (Desa Peduli Pemilihan dan Pemelectionhan) program as a program from Kesbangpol, Karangasem Regency, Bali Province, to increase political participation in Kubu District as one of the districts with the lowest political participation rate in Karangsem Regency. The purpose of this study is to determine the implementation of the DP3 program in Kubu District, inhibiting factors in program implementation, and the efforts made by Kesbangpol Karangasem Regency in implementing the program. With qualitative methods based on researchers as research instruments with data collection techniques consisting of interviews, observations, and documentation. The results of research based on implementation theory by George Edward III that good communication with disposition characteristics as well as available resources and bureaucratic structure as a determinant of the success of the DP3 program in Kecamatam Kubu by Kesbangpol Karangasem Regency. The facts on the ground are that political socialization and education as an effective and efficient forum to foster political participation in the people of Kubu District.
