Abstract

ABSTRACT Problem Statement/Background (GAP): An independent village requires a source of income from the village itself, in order to fulfill needs according to their potential and capabilities. The background of this research is that there are BUMDes that have not yet been formed in 6 villages in Tanah Laut Regency. Purpose: The aim of this research is to determine the Implementation of the Village Owned Enterprise Program in 6 Villages of Tanah Laut Regency, South Kalimantan Province in terms of communication, resources, and dispositions. Method: The research method used is a qualitative research method. with descriptive method and inductive approach. Data collection techniques used by researchers in the form of interviews, observation, and documentation. Result: The results of this study concluded that the BUMDes program in 6 villages in Tanah Laut Regency could not be implemented optimally because there were several inhibiting factors such as the lack of quality human resources, mindset and community awareness about BUMDes and the community's ignorance of potentials that could be managed as a village-owned enterprise. Conclusion: Implementation of the Village-Owned Enterprise Program in 6 Villages of Tanah Laut Regency has not been able to run optimally or has not run according to what is written in Government Regulation Number 11 of 2021 because there are still 6 villages in Tanah Laut Regency that still do not have Owned Enterprises Village. This is caused by people's thinking patterns and human resources that are not yet professional. Keywords: Implementation, Village-Owned Enterprises, Villages ABSTRAK Permasalahan/Latar Belakang (GAP): Desa mandiri memerlukan sumber pendapatan yang berasal dari desa itu sendiri, dalam rangka pemenuhan kebutuhan sesuai dengan potensi dan juga kemampuan yang dimiliki. Adapun penelitian ini dilatarbelakangi dengan adanya BUMDes yang belum terbentuk pada 6 desa di Kabupaten Tanah Laut, hal ini masih sangat perlu dilakukan pembinaan yang konsisten agar BUMDes pada 6 desa tersebut dapat terbentuk dan berkembang secara signifikan. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui Implementasi Program Badan Usaha Milik Desa di 6 Desa Kabupaten Tanah Laut Provinsi Kalimantan Selatan yang ditinjau dari komunikasi, sumberdaya, dan disposisi. Metode: Metode penelitian yang digunakan adalah metode penelitian kualiatif. dengan metode deskriptif dan pendekatan induktif. Teknik pengumpulan data yang digunakan oleh peneliti berupa wawancara, observasi, dan dokumentasi. Hasil/Temuan: hasil penelitian ini disimpulkan bahwa program BUMDes pada 6 desa di Kabupaten Tanah Laut belum dapat diimplementasikan dengan optimal dikarenakan ada beberapa faktor penghambat seperti kurangnya kualitas sumber daya manusia, pola fikir dan kesadaran masayarakat tentang BUMDes serta ketidaktahuan masyarakat mengenai potensi yang dapat dikelola sebagai badan usaha milik desa. Kesimpulan: Implementasi Program Badan Usaha Milik Desa Di 6 Desa Kabupaten Tanah Laut belum dapat berjalan dengan optimal atau belum berjalan sesuai dengan apa yang tertulis di Peraturan Pemerintah Nomor 11 Tahun 2021 karena masih ada 6 Desa Di Kabupaten Tanah Laut yang masih belum memiliki Badan Usaha Milik Desa. Hal itu disebabkan oleh pola berfikir masyarakat serta sumber daya manusia yang belum professional Kata kunci: Badan Usaha Milik Desa, Desa, Implementasi
