Abstract

ABSTRAK Judul skripsi ini adalah “Penegakan peraturan daerah nomor 3 tahun 2017 tentang pengelolaan barang milik daerah oleh satuan polisi pamong praja Sulawesi selatan yang berada di kota makassar”. Adapun tujuan penelitian ini untuk Untuk mendeskripsikan dan menganalisis penegakan Penegakan Peraturan Daerah Nomor 3 Tahun 2017 tentang Pengelolaan Barang Milik Daerah oleh Satuan Polisi Pamong Praja, Untuk mengetahui dan menganalisis faktor faktor apa yang mempengaruhi penegakan Peraturan Daerah Nomor 3 Tahun 2017 tentang Pengelolaan Barang Milik Daerah oleh Satuan Polisi Pamong Praja, Untuk mengetahui upaya yang di lakukan satuan polisi pamong praja dalam penegakan peraturan daerah Nomor 3 Tahun 2017 tentang barang milik daerah. Penelitian ini menggunakan teori penegakan hukum yang di kemukakan oleh soerjono soekanto sebagai pisau analisis yang memuat beberapa 5 dimensi yang teridi dari undang undang, penegak hukum (pihak pembuat dan menerapkan hukum), sasaran/fasilitas, masyarakat, dan kebudayaan. Metode penelitian dalam penelitian ini adalah deskriptif kualitatif Teknik pengumpulan data melalui wawancara dan dokumentasi Adapun informan dalam penelitian ini adalah kepala satuan polisi pamong praja provinsi Sulawesi selatan, anggota biro hukum, kepala seksi operasional dan pengendalian, dan kepala seksi pelatihan dan mobilisasi. Hasil penelitian ini satuan polisi pamong praja provinsi Sulawesi selatan bertugas untuk mengamankan dan menertibkan aset milik daerah provinsi Sulawesi selatan walaupun beberapa masalah di lapangan satuan polisi pamong praja provinsi Sulawesi selatan berhasil menertibkan dan mengamankan aset milik daerah, kurang nya edukasi masyarakat mengenai peraturan pemerintah daerah, dalam mengatasi h ambatannya satuan polisi pamong praja provinsi Sulawesi selatan melakukan banyak sosialisasi ke masyarakat. Kata kunci: penegakan,barang milik daerah, satuan polisi pamong praja iii ABSTRACT The title of this thesis is "Enforcement of regional regulation number 3 of 2017 concerning the management of regional property by the South Sulawesi civil service police unit in the city of Makassar, South Sulawesi province". The purpose of this study is to describe and analyze the enforcement of Regional Regulation Number 3 of 2017 concerning the Management of Regional Property by the Civil Service Police Unit, to find out and analyze what factors influence the enforcement of Regional Regulation Number 3 of 2017 concerning Management of Regional Property by Civil Service Police Unit, To find out the efforts made by the civil service police unit in enforcing regional regulation Number 3 of 2017 concerning regional property. This study uses the theory of law enforcement put forward by Soerjono Soekanto as an analytical tool which contains several 5 dimensions consisting of laws, law enforcement (the party that makes and implements the law), targets/facilities, society, and culture. The research method in this study was descriptive qualitative. Data collection techniques through interviews and documentation. The informants in this study were heads of civil service police units of South Sulawesi province, members of the law firm, heads of operations and control sections, and heads of training and mobilization sections. The results of this research are the civil service police unit for South Sulawesi province whose job is to secure and control regional assets belonging to the South Sulawesi province, although there are several problems in the field the civil service police unit for South Sulawesi province has succeeded in controlling and securing regional assets, lack of public education about local government regulations, in overcoming the obstacles the civil service police unit of south Sulawesi province conducted a lot of outreach to the community.
