Abstract

ABSTRACT Problems/Background (GAP): there was a decrease in the proportion of teachers who were eligible to teach at the Elementary School stage in 2019/2020 the proportion of teachers who were eligible to teach was 91.93% and in 2020/2021 it fell to 86.93%. Purpose:. This study aims to find out and obtain an overview of teacher quality and to formulate a basic post-pandemic education strategy for COVID-19 in Keerom District, Papua Province. Method: Data collection was carried out through interviews, observation and documentation, in which 19 people conducted in-depth interviews consisting of the Head of the Education Office (1 person), Elementary School Principal (3 people), Elementary School teachers (5 people), Elementary School students (5 people) people), Society (5 people) and documentation, as well as using professional and quality teacher theory can be seen from several things according to Sardiman (2001: 42) in Mas (2017) states that the characteristics of professional teachers consist of capabilities (abilities), innovators (Teachers As Innovation Makers), and developers (Teachers As Developers) as well as the SWOT matrix to formulate strategies. Results/Findings: The findings obtained by the authors in this study are the quality of basic education teachers in Keerom District, especially in Arso District, Waris District and Senggi District need to be warned again, considering the teacher is an important part of the implementation of quality education. The Keerom District Education Office as the person in charge of providing education needs to pay more attention to the welfare of teachers and facilities and infrastructure to support the strategy to improve the quality of teachers in the three sub-districts. Conclusion: The author concludes that the strategy to improve the quality of basic education teachers in Keerom District still needs to be carried out by the Keerom District Education Office, where there are four strategies that can be carried out, namely taking advantage of the digitalization era and the freedom to develop themselves, through various existing policies such as the free learning policy and school movers, procuring and repairing educational facilities and infrastructure, distributing internet networks to support increasing teacher competence in the digitalization era and conducting periodic monitoring and evaluation, improving services to teachers amid geographical conditions as well as developing and peaceful environments that are less secure so that teachers can increase public awareness of education, monitor and evaluate conditions of peace and environmental degradation as well as community concern for education. Keywords: Quality, Teachers, Basic Education, Strategy ABSTRAK Permasalahan/Latar Belakang (GAP): terdapat penurunan persentase guru layak mengajar pada jenjang Sekolah Dasar pada tahun 2019/2020 persentase guru layak mengajar adalah sebesar 91.93% dan pada tahun 2020/2021 turun menjadi 86.93%. Tujuan:. Penelitian ini bertujuan ntuk mengetahui dan memperoleh gambaran tentang kualitas guru dan merumuskan strategi pendidikan dasar pasca pandemi COVID-19 di Kabupaten Keerom Provinsi Papua. Metode: Pengumpulan data dilakukan melalui wawancara, observasi serta dokumentasi, di mana melakukan wawancara secara mendalam terhadap 19 orang yang terdiri dari Kepala Dinas Pendidikan (1 orang), Kepala Sekolah SD (3 orang), Guru SD (5 orang), Siswa SD(5 orang), Masyarakat (5 orang) dan dokumentasi, serta menggunakan teori Guru yang profesional dan berkualitas dapat dilihat dari beberapa hal menurut Sardiman (2001: 42) dalam Mas (2017) menyatakan bahwa krakteristik guru yang profesional terdiri dari capable (kemampuan), inovator (Guru Sebagai Pembuat Inovasi), dan developer (Guru Sebagai Pengembang) serta matriks SWOT untuk merumuskan strategi.. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu Kualitas guru pendidikan dasar di Kabupaten Keerom khususnya di Kecamatan Arso Kecamatan Waris dan Kecamatan Senggi perlu ditingkatkan lagi, mengingat guru merupakan bagian penting dari terlaksananya pendidikan yang bermutu. Dinas Pendidikan Kabupaten Keerom sebagai penanggungjawab penyelenggaraan pendidikan perlu meningkatkan perhatiannya kepada kesejahteraan para guru serta sarana dan prasarana untuk menunjang strategi peningkatan kualitas guru yang ada di tiga kecamatan tersebut. Kesimpulan: Penulis menyimpulkan bahwa strategi peningkatan kualitas guru pendidikan dasar di Kabupaten Keerom masih perlu dilakukan oleh Dinas Pendidikan Kabupaten Keerom, di mana ada empat strategi yang bisa dilakukan yaitu memanfaatkan era digitalisasi dan keleluasaan dalam mengembangkan diri, melalui berbagai kebijakan yang ada seperti kebijakan merdeka belajar dan sekolah penggerak, melakukan pengadaan dan perbaikan sarana dan prasarana pendidikan, pemerataan jaringan internet untuk mendukung peningkatan kompetensi guru di era digitalisasi dan melakukan monitoring serta evaluasi secara berkala, meningkatkan pelayanan kepada para guru di tengah kondisi geografis serta ketertiban dan ketentraman lingkungan yang kurang aman agar para guru dapat meningkatkan kepedulian masyarakat terhadap pendidikan, melakukan monitoring dan evaluasi terhadap kondisi ketentraman dan ketertiban lingkungan serta kepedulian masyarakat terhadap pendidikan.
