Abstract

ABSTRACT Problem Statement/Background (GAP): Micro, Small and Medium Enterprises (UMKM office) are a sector capable of absorbing a large number of workers, but when the Covid-19 pandemic occurred it made it difficult for Micro, Small and Medium Enterprises (UMKM office) to develop their businesses and instead experienced a decrease in the number of workers. labor. One of the causes of the decrease in the number of workers was due to a sharp decrease in demand for pempek food in Palembang City, so that Pempek Micro, Small and Medium Enterprises (UMKM office) entrepreneurs reduced the number of their workforce. Purpose: The purpose of this study was to identify and analyze the Development Strategy for Micro, Small and Medium Enterprises for making Pempek to improve the people's economy, to find out and analyze the inhibiting factors for the Development Strategy for Micro, Small and Medium Enterprises for making Pempek to improve the people's economy in Palembang City, Sumatra Province South. Method: This research is a qualitative research with descriptive method and inductive approach. Data collection techniques used are interviews, observation, and documentation. The informants in this study were the Head of the Cooperative and UMKM Office, Secretary of the Cooperative and UMKM Service, Head of the Cooperative and UMKM Finance Sub-Section, Head of the Cooperative and UMKM Planning Sub-Division, and Palembang City Micro, Small and Medium Enterprises. Result: Based on the results of field research, it can be concluded that the data that the author did obtained information that the strategy for developing micro, small and medium enterprises for making pempek to improve the economy of the people in the city of Palembang has been going well but in the process there are still obstacles due to a lack of facilities and infrastructure, as well as the low ability of human resources in mastering existing technology. Keywords: Strategy, Local Government, Micro, Small and Medium Enterprises ABSTRAK Permasalahan/Latar Belakang (GAP): Usaha Mikro Kecil Menengah (UMKM) merupakan sektor yang mampu menyerap banyak tenaga kerja, namum saat terjadinya pandemi Covid-19 ini menyebabkan pelaku Usaha Mikro Kecil Menengah (UMKM) sulit untuk mengembangkan usahanya dan justru mengalami penurunan jumlah tenaga kerja. Salah satu penyebab dari penurunan jumlah tenaga dikarenakan adanya penurunan permintaan yang tajam terhadap makanan pempek di Kota Palembang, sehingga pelaku usaha Usaha Mikro Kecil Menengah (UMKM) Pempek mengurangi jumlah tenaga kerja mereka. Tujuan: Tujuan penelitian ini adalah untuk mengetahui dan menganalisis Strategi Pengembangan Usaha Mikro Kecil dan Menengah pembuatan Pempek untuk meningkatkan perekonomian masyarakat, untuk mengetahui dan menganalisis faktor-faktor penghambat Strategi Pengembangan Usaha Mikro Kecil dan Menengah pembuatan Pempek untuk meningkatkan perekonomian masyarakat di Kota Palembang Provinsi Sumatera Selatan. Metode: Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif dan pendekatan induktif, Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Adapun informan dalam penelitian ini adalah Kepala Dinas Koperasi dan UMKM, Sekretaris Dinas Koperasi dan UMKM, Kepala Sub Bagian Keuangan Koperasi dan UMKM, Kepala Sub Bagian Perencaan Koperasi dan UMKM, dan Pelaku Usaha Mikro Kecil dan Menengah Kota Palembang. Hasil/Temuan: Berdasarkan hasil penelitian dilapangan dapat disimpulkan bahwa data yang penulis lakukan memperoleh informasi bahwa strategi pengembangan usaha mikro kecil dan menengah pembuatan pempek untuk meningkatkan perekonomian masyarakat di kota Palembang sudah berjalan dengan baik namun dalam prosesnya masih ditemui kendala dikarenakan kurangnya sarana dan prasarana, serta rendahnya kemampuan sumber daya manusia dalam menguasai teknologi yang ada.
