Abstract

ABSTRACT Problem Statement/Background (GAP): Innovative government is a topic of concern to researchers around the world. This is also a challenge in itself in its adaptation in local government. In order to study the surge in the increase in the regional innovation index in Indragiri Hilir and how it is interpreted with innovative government research trends in the world. Purpose: The purpose of this research is to find out the research trends of innovative government and innovation attributes in Indragiri Hilir and to provide input to future researchers and local governments through the interpretation of the linkages between innovative government trends and innovation attributes. Method: This study uses a mix methods approach by conducting qualitative and quantitative research with bibliometric analysis. Quantitative data was taken from the Scopus database for 2018 – 2022 and qualitative data was collected by interviews and documentation. Then all this data is interpreted against the relationship between the two. Result: The results of the research show that innovative government research trends are innovation, government managers, public management, PSM, public service motivation, and public service. It was also found that Indragiri Hilir Regency accelerated regional innovation by building RUMAH INDAH INHIL that meets the indicators of innovation attributes: relative advantages, compatibility, complexity, triability and observability. These two results show that there is a link between the two that is in line with the trend of innovative government research in the world, the Government of Indragiri Hilir Regency also shows a focus on regional innovation and public service motivation in encouraging innovative governance. Conclusion: The results of this research can be a source of disseminating ideas, strengthening collaboration between writers, institutions, countries and regions and bridges between academics and practitioners. To the Regional Government of Indragiri Hilir Regency to carry out socialization regarding regional innovators and to invest in competence development and the innovative motivation of the apparatus so that they can maintain and improve the quality of management and public services in an innovative atmosphere. Keywords: Trend on Research, Innovative government, Innovative, Government ABSTRAK Permasalahan/Latar Belakang (GAP): Inovasi pemerintah adalah topik yang menjadi perhatian peneliti di dunia. Hal ini juga menjadi tantangan tersendiri dalam adaptasinya di pemerintahan daerah. Dalam rangka untuk mempelajari lonjakan peningkatan indeks inovasi daerah di Indragiri Hilir dan bagaimana interpretasinya dengan tren penelitian innovative government di dunia, penulis melakukan penelitian dengan judul “Tren Penelitian Innovative government dan Inovasi Pemerintah di Indragiri Hilir: Mix Methods Bibliometric Analysis.”. Tujuan: Tujuan penelitian ini adalah untuk mengetahui tren penelitian innovative government dan atribut inovasi di Indragiri Hilir serta memberikan masukan kepada peneliti di masa depan dan pemerintah daerah melalui interpretasi keterkaitan tren innovative government dan atribut inovasi tersebut. Metode: Penelitian ini menggunakan pendekatan mix methods dengan melakukan penelitian kualitatif dan kuantitatif dengan analisis bibliometrik. Data kuantitatif diambil dari dari database Scopus tahun 2018 – 2022 dan data kualitatif dikumpulkan dengan wawancara dan dokumentasi. Kemudian seluruh data ini diinterpretasi terhadap keterkaitan keduanya. Hasil/Temuan: Hasil penelitian menunjukkan tren penelitian innovative government adalah innovation, government managers, public management, psm, public service motivation, dan public service. Didapatkan juga bahwa Kabupaten Indragiri Hilir melakukan percepatan inovasi daerah dengan membangun RUMAH INDAH INHIL yang memenuhi indikator atribut inovasi yaitu keuntungan, kompatibel dengan kebutuhan, proses yang tidak rumit, lulus uji publik dan dapat diamati. Kedua hasil ini menunjukkan bahwa terdapat keterkaitan di antara keduanya bahwa sejalan dengan tren penelitian inovasi pemerintah di dunia, Pemerintah Kabupaten Indragiri Hilir juga menunjukkan fokus pada inovasi daerah dan motivasi pelayanan publik dalam mendorong penyelenggaraan pemerintahan yang inovatif. Kesimpulan: Hasil penelitian ini dapat menjadi sumber penyebaran ide, memperkuat kerjasama antarpenulis, institusi, negara dan wilayah serta membangun jembatan antara akademisi dan praktisi. Kepada Pemerintah Daerah Kabupaten Indragiri Hilir agar melakukan sosialisasi mengenai inovator daerah serta melakukan investasi dalam pengembangan kompetensi dan semangat inovasi aparatur agar dapat mempertahankan dan meningkatkan kualitas manajemen dan pelayanan publik dalam suasana inovatif.
