Abstract

ABSTRACT Problem Statement/Background (GAP): The role of Civil Servants of the Office of Education and Culture in improving the quality of elementary school teachers has not gone well, because this has not fulfilled the three dimensions contained in role theory, namely the active role, participatory role and passive role. Purpose: This study aims to determine the role of the agency, the inhibiting factors of the agency's role, and the efforts of the Office of Education and Culture to improve the quality of elementary school teachers in Sorong District using role theory from Soekanto (2012). Method: Researchers used a qualitative design, descriptive writing method and based on an inductive mindset with data collection techniques, namely combining interview and documentation techniques. Data analysis was carried out by collecting data, reducing data, presenting data, until finally a conclusion can be drawn. Result: There are still many deficiencies in terms of human resources and in terms of budget. Conclusion: Efforts to improve the quality of human resources through education and training as well as conducting priority scales in program implementation. Apart from that, there are still programs that have not reached the target, the lack of responsiveness of the agency towards the demands of teacher needs, the realization of the use of the budget is not in accordance with the plans that have been set, there is still a lot of data that has not been published on the website, and there are gaps in services and many damaged infrastructure. Keywords: Role, Quality, Teacher ABSTRAK Permasalahan/ Latar Belakang: Peran Pegawai Negeri Sipil Dinas Pendidikan Dan Kebudayaan dalam meningkatkan kualitas guru SD belum berjalan dengan baik, karena hal ini belum memenuhi tiga dimensi yang terdapat dalam teori peran yaitu peran aktif, peran partisipatif dan peran pasif. Tujuan: Penelitian ini bertujuan untuk mengetahui peran dinas, faktor penghambat peran dinas, dan upaya dari Dinas Pendidikan dan Kebudayaan untuk meningkatkan kualitas guru SD di Kabupaten Sorong dengan menggunakan teori peran dari Soekanto (2012). Metode: Peneliti menggunakan desain kualitatif, metode penulisan secara deskriptif serta berdasarkan pola pikir induktif dengan teknik pengumpulan data, yaitu menggabungkan antara teknik wawancara dan dokumentasi. Analisis data dilakukan dengan cara pengumpulan data, reduksi data, penyajian data, hingga akhirnya dapat ditarik suatu kesimpulan. Hasil/ Temuan: Masih terdapat banyak kekurangan-kekurangan dari segi sumber daya manusia maupun dari segi anggaran. Kesimpulan: Upaya dengan meningkatkan kualitas sumber daya manusia melalui pendidikan dan pelatihan maupun melakukan skala prioritas dalam penyelenggaraan program. Selain itu, masih terdapat program yang belum mencapai target, kurangnya responsivitas dinas terhadap tuntutan kebutuhan guru, tidak sesuainya realisasi penggunaan anggaran dengan perencanaan yang telah ditetapkan, masih banyaknya data yang belum dipublikasikan di website, serta terdapat kesenjangan dalam pelayanan dan banyaknya sarana prasarana yang rusak.
