Abstract

ABSTRAK EFEKTIVITAS INOVASI SATUKAN HATI PADA PELAYANAN AKTA KELAHIRAN OLEH DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KABUPATEN BANDUNG PROVINSI JAWA BARAT Oleh : Sinaga Haris Andrian Pembimbing I : Dr. Rully Sumual, S. Pd., M. AP Akta kelahiran merupakan dokumen kependudukan yang mencatat peristiwa penting anak yakni kelahiran. Anak harus memiliki suatu identitas diri berupa akta kelahiran yang digunakan selain untuk identitas akta kelahiran juga berfungsi untuk melindungi hak-hak seorang anak. Dalam upaya peningkatan dan memudahkan masyarakat untuk memiliki akta kelahiran di Kabupaten Bandung, Dinas Kependudukan dan Pencatatan Sipil membuat sebuah Inovasi Satukan Hati. Namun Inovasi ini masih memiliki beberapa kendala. Tujuan dilakukannya penelitian ini ialah untuk mengetahui produktivitas, Mutu/kualitas, Fleksibilitas, serta Kepuasan dari pelayanan akta kelahiran melalui Inovasi Satukan Hati. Teori yang digunakan dalam penelitian ini yaitu teori efektivitas menurut Sumaryadi (2005:107-108) metode penelitian yang digunakan dalam skripsi ini adalah kualitatif deskriptif dengan pendekatan induktif. Serta menggunakan teknik pengumpulan data berupa dengan observasi, wawancara, dan dokumentasi. Dan teknik analisis data yang digunakan dengan reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian yang dilakukan penulis, pelayanan akta kelahiran melalui Inovasi Satukan Hati telah terlaksana dengan baik dari segi produktivitas, Efisiensi, Fleksibilitas serta kepuasan. Meskipun masih ada beberapa hambatan seperti banyak masyarakat belum mengetahui tata cara pelayanan, keterbatasan jumlah pegawai dan gedung pelayanan yang belum memadai. Hambatan tersebut dapat diatasi oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bandung. Berdasarkan hasil analisis, penulis menyarankan agar lebih giat lagi mensosialisasikan Inovasi serta program yang ada, melakukan pemeliharaan terhadap sarana dan prasarana serta menambah personil pegawai untuk memaksimalkan pelayanan. Pd., M. AP A birth certificate is a population document that records an important event of the child, namely birth. The child must have an identity in the form of a birth certificate which is used in addition to the identity of the birth certificate also serves to protect the rights of a child. In an effort to improve and make it easier for people to have birth certificates in Bandung Regency, the population and civil registration office made an innovation Satukan Hati. But this innovation still has some obstacles. The purpose of this research is to determine the productivity, quality, flexibility, and satisfaction of birth certificate services through the innovation of Satukan Hati. The theory used in this study is the theory of effectiveness according to sumaryadi (2005:107-108) the research method used in this thesis is descriptive qualitative with an approach inductive. As well as using data collection techniques in the form of observation, interviews, and documentation. And data analysis techniques used with data reduction, data presentation, and conclusions. Based on the results of research conducted by the author, birth certificate services through uniting heart innovation have been carried out well in terms of productivity, efficiency, flexibility and satisfaction. Although there are still some obstacles such as many people do not know the service procedures, limited number of employees and inadequate service buildings. These obstacles can be overcome by the Bandung Regency Population and Civil Registration Office . Based on the results of the analysis, the author suggests that we should be more active in socializing innovations and existing programs, maintaining facilities and infrastructure and adding employee personnel to maximize service.
