Abstract

ABSTRACT Problem Statement/Background (GAP): Previous studies focused on the theory and processes of work culture during the pandemic in Indonesia, compared to the changes that occurred after the COVID pandemic began to subside in the present. Previous studies have found employee work culture during the pandemic, but researchers saw that there were gaps that had not answered the problem regarding changes in work culture after the current COVID pandemic, especially when the pandemic began to subside. This research is important to study on the basis of the argument that work culture can change over a period of time. Purpose: The purpose of this study is to find out and analyze changes in the work culture of civil servants after the COVID-19 pandemic at the Investment Service and One Stop Integrated Services in Tarakan City, North Kalimantan Province. Method: This study uses exploratory qualitative methods with an inductive approach. Data was collected through interviews, observation, and documentation. The data analysis technique used is coding analysis, namely open coding, axial coding, and selective coding. Result: This study found 26 codes, which were extracted into 7 categories, and raised two themes of changes in the work culture of civil servants after the COVID-19 pandemic. Conclusion: The results of the coding analysis found 26 codes and raised two themes of changes in the work culture of civil servants after the COVID-19 pandemic, namely changes in the work environment and changes in individual behavior. Changes in the Work Environment found 5 categories that experienced changes after the COVID-19 pandemic, namely the use of technology and innovation, facilities, organizational motto, leadership style, and reward system. While Changes in Individual Behavior found 2 categories that experienced changes after the COVID-19 pandemic, namely the occurrence of non-compliance with time and non-compliance with dress styles. Keywords: Work Culture Changes; Government Employees; COVID-19 Pandemic ABSTRAK Permasalahan/Latar Belakang (GAP): Studi terdahulu terfokus kepada teori serta proses budaya kerja pada masa pandemi di Indonesia, dibanding perubahan yang terjadi setelah adanya pandemi covid yang mulai mereda di masa sekarang. Studi terdahulu menemukan budaya kerja pegawai saat pandemi berlangsung, namun peneliti melihat adanya celah yang belum menjawab permasalahan tentang perubahan budaya kerja setelah adanya pandemi covid dimasa sekarang khususnya disaat pandemi mulai mereda. Penelitian ini penting untuk dikaji atas dasar pada argumen bahwa budaya kerja dapat berubah dalam kurun waktu tertentu. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis perubahan budaya kerja pegawai negeri sipil setelah adanya pandemi covid 19 di Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kota Tarakan, Provinsi Kalimantan Utara. Metode: Penelitian ini menggunakan metode kualitatif eksploratif dengan pendekatan induktif. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah analisis coding yaitu open coding, axial coding, dan selective coding. Hasil/Temuan: Penelitian ini menemukan 26 kode yang diekstrak menjadi 7 kategori dan memunculkan 2 tema perubahan budaya kerja Pegawai Negeri Sipil setelah adanya pandemi covid 19. Kesimpulan: Hasil analisis coding menemukan 26 kode serta memunculkan 2 tema perubahan budaya kerja Pegawai Negeri Sipil setelah adanya pandemi covid 19 yaitu perubahan lingkungan kerja dan perubahan perilaku individu. Perubahan Lingkungan Kerja menemukan 5 kategori yang mengalami perubahan setelah adanya pandemi covid 19 yaitu penggunaan teknologi dan inovasi, fasilitas, motto organisasi, gaya kepemimpinan, dan sistem penghargaan. Sedangkan Perubahan Perilaku Individu menemukan 2 kategori yang mengalami perubahan setelah adanya pandemi covid 19 yaitu terjadinya ketidakpatuhan terhadap waktu dan ketidakpatuhan terhadap gaya berpakaian.
