Abstract

ABSTRAK INOVASI PROGRAM MELAYANI TANPA BATAS WAKTU (METU) PADA DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KOTA SERANG PROVINSI BANTEN Oleh : Alfandre Ridho Utama Dosen Pembimbing : Dr. Drs. Udaya Madjid, M.Pd Kependudukan dan Pencatatan sipil merupakan salah satu sektor dasar pelayanan pemerintah di Indonesia. Sebagai upaya peningkatan pelayanan maka dilakukan berbagai macam inovasi salah satunya berupa program Metu yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kota Serang. Tujuan dilakukan penelitian ini untuk mengetahui atribut inovasi dari program Metu Dinas Kependudukan dan Pencatatan Sipil Kota Serang, hambatan dalam penerapannya serta upaya yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil dalam mengatasi hambatan. Metode yang digunakan dalam penyusunan skripsi ini yaitu metode pendekatan kualitatif dengan teknik pengumpulan data berupa wawancara semi-terstruktur, observasi dan dokumentasi yang kemudian datanya dilakukan analisis menggunakan teknik Miles and Hubermans atau trianggulasi data. Berdasarkan hasil penelitian terhadap inovasi program metu diketahui bahwa terdapat keterbatasan sumber daya manusia dan anggaran dalam penerapan inovasi metu. Selain itu terdapat hambatan berupa terbatasnya sumber daya manusia yang kompeten terkait sistem digital kependudukan dan pencatatan sipil serta keterbatasan sarana dan prasarana berupa kondisi Disdukcapil Kota Serang hanya memiliki satu set mobil operasional untuk program Metu. Untuk mengatasi hambatan tersebut Dinas Kependudukan dan Pencatatan Sipil melakukan pengembangan kompetensi untuk operator baik teknis ataupun non-teknis serta pengajuan pengangkatan tenaga honorer lepas untuk operator pelayanan program Metu serta pengajuan pengadaan satu set kendaparaan operasional program Metu di tahun anggaran 2023. Udaya Madjid, M.Pd Population and civil registration is one of the basic sectors of government services in Indonesia. As an effort to improve services, various kinds of innovations were carried out, one of which was the Metu program carried out by the Serang City Population and Civil Registration Service. The purpose of this study was to determine the innovation attributes of the Metu program of the Serang City Population and Civil Registration Service, obstacles in its application and the efforts made by the Population and Civil Registration Service in overcoming obstacles. The method used in the preparation of this thesis is a qualitative approach method with data collection techniques in the form of semi-structured interviews, observations and documentation, which then the data is analyzed using the Miles and Hubermans technique or data trianggulation. Based on the results of research on metu program innovation, it is known that there are limited human resources and budgets in the application of metu innovation. In addition, there are obstacles in the form of limited competent human resources related to the digital population system and civil registration as well as limited facilities and infrastructure in the form of conditions that the Serang City Disdukcapil only has one set of operational cars for the Metu program. To overcome these obstacles, the Department of Population and Civil Registration carries out competency development for operators, both technical and non-technical, as well as submitting the appointment of freelance honorary personnel for metu program service operators as well as submitting the procurement of a set of operational vehicles for the Metu program in the 2023 fiscal year.
